Request to remove parking restriction in the south side of Forsyth Blvd – from Asbury <br />to Del Lin <br /> <br />On October 26, 2009, Council member Wagner and Crow met with Public Works Staff to clarify <br />that the scope of the request for removal of the parking restriction on the south side of Forsyth <br />Blvd included the entire street, from Big Bend to Del Lin Dr. The Council members <br />recommended the approval of this request. <br /> <br />Once the new I-64 reopens there will be parking changes on Forsyth Blvd between Big Bend and <br />Asbury as follows: <br /> <br /> <br /> On the north side of the street – a residential parking permit system will be implemented. <br /> <br /> On the south side of the street – the parking restrictions for rush hours will be removed to <br />allow parking at all times. <br /> <br />“No parking” restrictions for intersections, fire hydrants, and bus stops would remain. If it <br />becomes necessary, “No parking” restrictions for trash collection on Mondays would also be <br />considered. <br /> <br />Public Works notified all residents on the south side of the 7200 and 7300 blocks of Forsyth to <br />provide them an opportunity for input. <br /> <br /> <br />3. Parking Meters change in hours of operation and hourly rates along Loop area. <br /> <br />Public Works staff has evaluated various paid parking options for the Loop Business District and <br />the city in general. In summary, there is the potential to generate additional revenue by 1) <br />increasing the current hourly meter rate, 2) increasing the meter hours of operation, and 3) <br />adding additional paid parking spaces. The results of the evaluation were discussed among the <br />City Manager and Council and the recommendations are as follows: <br /> <br />A. To extend the hours of operation for the parking meters from 9am to 6pm to 9am until <br />8pm Mon. thru Sat <br />B. To increase the meter rates from $0.50/hour to $0.75/hour <br />C. To install 36 additional meters on Loop South as follows: <br /> <br /> 25 additional meters on the south side of Loop South from Kingsland to <br />Leland <br /> <br /> 11 additional meters on the north side of Loop South from Kingsland to a <br />distance of 240 feet to the east <br /> <br />FYI – please see the attached article titled “Downtown parking meters cost more today in St. <br /> <br />Louis” published by the St. Louis Post-Dispatch on11/30/2009 <br /> <br />It is the Public Works recommendation to approve this proposal to extend two hours the parking <br />meters operation, to increase in $0.25 the meters fee rates (from $0.50/hr to $0.75/hr), and to <br />install additional meters in Loop South. <br /> <br />4.
