CITY OF UNIVERSITY CITY
6801 Delmar Boulevard, University City, MO 63130
Phone: 314-505-8560, Fax: (314) 862-0694

To: Members of the Traffic Commission
From: Angelica Gutierrez, Project Manager
Date: October 6, 2010
Re: Traffic Commission Meeting
October 13, 2010

The next Traffic Commission meeting is scheduled for Wednesday, at 6:30 p.m. in
October 13, 2010
th

the 4 floorConference Room at City Hall.

Prior to the meeting, we recommend that you visit the site. Please call (314) 505-8568 or email
agutierrez@ucitymo.org to confirm your attendance.

AGENDA FOR THE MEETING

1. Speed Control on Carleton Avenue between Hanley Road and North and South Road.

Please find attached a traffic request form submitted on September 13, 2010 by Mr. Brian Harasha,
resident at 7560 Carleton Avenue. Mr. Harasha is requesting either a sign indicating “no tolerance”
be installed and that the speed limit be strictly enforcement; or, a “Speed Radar” be placed on the
street for a period of time; or, speed bumps be installed on Carleton Avenue between Hanley Road
and North and South Road.

Speed records and accident reports have been requested by the Police Department and will be
presented at the meeting.

“No Tolerance” signs signs will have to be supported by an ordinance to be enforceable.

Speed cushions or speed bumps are not allowed to be installed on public streets, as they may
damage emergency vehicles such as fire trucks and police cars. They are also an impediment for
the snow plowing process in the winter months.

Carleton Avenue is designated as a 20 mph School zone, and has one speed limit sign at the
entrance from North and South Road and at the entrance from Hanley Road. Signage can be
installed to designate school zone and the speed limit restriction.

Public Works recommends installing updated speed limit signs at each end of Carleton Ave and
adding one mid block at Gerst Ave. Also, Public Works recommends installing a school crossing
assembly of signs as specified on Section 7B.08 from the MUTCD. See link:
http://mutcd.fhwa.dot.gov/htm/2009/part7/fig7b_01_longdesc.htm. The signage as proposed will
increase driver awareness of the School Zone therefore control driver’s speed.

2. Request to restrict parking on one side of the 7500 and 7600 blocks of Carleton Ave.

Please find attached a traffic request form submitted on September 13, 2010 by Mr. Brian Harasha,
resident at 7560 Carleton Avenue. Mr. Harasha is requesting a parking prohibition on one side of
Carleton from Hanley to North and South Road, at least during the weekends. Mr. Harasha indicated
that “during sporting events the parking on this street is very congested and chaotic. There is not
enough room for cars to pass each other… There are many kids attending and coming out from
between parked cars. Residents cannot get out of their driveways and cannot have guests park at
their homes.” These two blocks of homes on Carleton Avenue face the Millar Park, a park maintained
by the City and the Nathaniel Hawthorne Public Elementary School.
