In June 2010, this item was discussed at the Traffic Commission meeting, and Public Works’ <br />recommendation was for a Residential Parking Permit Program to be initiated by the residents with <br />over 75% of the property owners consenting. Per Section 10.40.030 Residential Parking Permit, a <br />petition may be granted if the problems caused by nonresident parking on the block are chronic and <br />well-documented. <br /> <br />The Police and Fire departments were consulted and both departments are in agreement to grant this <br />request. Public Works Department recommends approval of this petition. . <br /> <br />3. Request to install stop signs and speed bumps on Melrose Avenue and Purcell Avenue <br /> <br />Please find attached a traffic request form submitted on October 15, 2010 by Mr. Warren Burnett, <br />resident at 6854 Melrose Ave. Mr. Burnett is requesting installation of stop signs and speed bumps <br />at the intersection of Melrose Avenue and Purcell Avenue. <br /> <br />Melrose Avenue at Purcell Avenue is a one way eastbound direction only street. There is a stop sign <br />on Melrose Avenue at Purcell Avenue. <br /> <br />The Police Department will provide accident reports and speed data at the meeting. <br /> <br />Speed cushions or speed bumps are not allowed to be installed on public streets, as they may <br />damage emergency vehicles such as fire trucks and police cars. They are also an impediment for <br />the snow plowing process in the winter months. <br /> <br />If the intersection does not meet the warrants to install a stop sign (accidents and speed records), the <br />minimum recommendation would be to improve the One-way designation signage at this intersection, <br />including an additional “Do not enter”, and additional “ONE-WAY” sign, and a “TWO-WAY TRAFFIC <br />AHEAD” warning sign at the intersection. <br /> <br />4. Request to eliminate the 7200 and 7300 blocks of Pershing Avenue strict enforcement <br />zone. <br /> <br />Council Liaison Terry Crow requested that the Traffic Commission consider recommending to the City <br />Council that the traffic restrictions currently in place on Pershing Avenue that relates to No Tolerance <br />Zone be removed. The no tolerance signs were put into effect on temporary basis during the Metro <br />Project by the City Manager. There is no ordinance supporting this restriction. A work order could be <br />sent to the Public Works - Street Division to remove the signs on Pershing Avenue after the Traffic <br />Commission approves. <br /> <br />5. Approval of Minutes October 13, 2010 <br /> <br />NON ACTION ITEMS <br /> <br />6. Pedestrian crossing on Mulberry Lane at Blackberry Avenue. <br /> <br />This is a follow up item from the June 9, 2010 meeting, when a request to install a pedestrian <br />crossing on Mulberry Lane at Blackberry Ave was presented by the Traffic Commission as part of the <br />motion to approve the installation of “Speed Limit” signs. <br /> <br />CBB, our traffic engineering firm, has investigated the request for traffic control improvements on <br />Mulberry Lane, and more specifically, the request from the Commission to install a pedestrian <br />crossing to access Kaufman Park from the west side of Mulberry Lane (only side with sidewalks). See <br />attached CBB’s report. <br /> <br />7. FYI – St.Louis County Update <br /> <br />Public Works received a complaint regarding Pedestrian crossing safety on Delmar Blvd, east of Old <br />Bonhomme Rd. The concern was submitted to the County on September 9, 2010, and a response <br /> <br />
