<br /> <br /> <br />On the same subject regarding parking restrictions along Forsyth Blvd, Mrs. Carolyn Dolan <br />resident of the 7000 block of Forsyth blvd, is requesting that for the rush hour restrictions in front <br />of Our Lady of Lourdes Church to stay instead of being removed as the restrictions along the rest <br />of the block. <br /> <br />According to Mrs. Dolan the rush hour restrictions serve a few purposes for the Church. For <br />example, 1) with cars prohibited from 7-9am, it is likely that there will be no parked cars for 10 <br />am and later funerals, allowing for hearse and mourner parking, and 2) rush hour restrictions <br />prevent long-term parking (days and, sometimes, weeks on end), which keeps the curb parking <br />free for Church visitors. <br /> <br />The options considered are as follows: <br /> <br />1- Install a “No Parking – Service Vehicles Only” sign in front of the church, supported by <br /> <br />the City’s Municipal Code, “It is unlawful for the operator of any vehicle other than a <br />service car to stand or park in an officially designated service car stop, except that the <br />operator of any passenger vehicle may temporarily stop in any such stop or stand for <br />the purpose of and while actually engaged in loading or unloading of passengers”. <br /> <br />2- Move the “No parking sign here to corner” sign from its current location, to a point 250 ft from <br />Asbury, (per mandated by the Municipal Code). And allow the funeral vehicles to park <br />whenever necessary without issuing parking ticket violation. <br /> <br />3- To keep the rush hours parking restrictions in front of Our Lady of Lourdes Church. <br /> <br /> <br />3. Parking Meters change in hours of operation and hourly rates along Loop area. <br /> <br />Public Works staff has evaluated various paid parking options for the Loop Business District and <br />the city in general. In summary, there is the potential to generate additional revenue by 1) <br />increasing the current hourly meter rate, 2) increasing the meter hours of operation, and 3) <br />adding additional paid parking spaces. The results of the evaluation were discussed among the <br />City Manager and Council and the recommendations are as follows: <br /> <br />A. To extend the hours of operation for the parking meters from 9am to 6pm to 9am until <br />8pm Mon. thru Sat <br />B. To increase the meter rates from $0.50/hour to $0.75/hour <br /> <br />It is the Public Works recommendation to approve this proposal to extend two hours the parking <br />meters operation, to increase in $0.25 the meters fee rates (from $0.50/hr to $0.75/hr). <br /> <br />4. Request to install a four-way stop sign at the intersection of Washington Ave and <br />Kingsland Ave. <br /> <br />Please find attached request dated December 9, 2009 submitted by Susan Shender, resident at <br />6640 Washington Ave, requesting to install stop signs on Kingsland Ave at Washington Ave. <br />This request will make the existing 2-way stop intersection into a 4-way stop intersection. <br /> <br />A request to make Kingsland and Washington a 4-way stop intersection was discussed at the <br />traffic commission meeting held in October, 2006 and in June, 2008. The recommendation <br />provided by the commission was to improve visibility and add additional signage to the existing <br />stop signs because at the time, the intersection did not meet the warrants for a 4-way stop <br />intersection. <br />Traffic Commission Agenda – January 13, 2010, Page 2 <br /> <br /> <br />
