Please call (314) 505-8568 or email
agutierrez@ucitymo.org to confirm your attendance.

AGENDA FOR THE MEETING

1. Request for a Parking Restriction on the east side of Melville north of Kingsbury Blvd
during the construction of the Centennial Greenway.

Please find attached a traffic request form submitted on October 28, 2010 by Mr. and Mrs. Wiant,
residents at 6369 Pershing Avenue. Mr. Jim Wiant and Mrs. Timmie Wiant are requesting that
parking on the east side of Melville Avenue from Kingsbury Ave to the north be restricted, during
construction of the Centennial Greenway. This request intends to return Melville Avenue into a two-
way traffic street especially for Parkview Place subdivision resident’s use.

Construction of the Centennial Greenway on Melville Avenue from Kingsbury Avenue to Delmar Blvd
started October 1, 2010, and is scheduled to be completed in this section of the trail by December
2010. Once improvements are completed at the intersection of Kingsbury Avenue and Melville
Avenue, the Parkview subdivision will be accessible through Kingsbury Avenue. If Kingsbury Avenue
is opened to traffic to enter the subdivision, parking restriction on Melville will not be necessary.

2. Request to eliminate the 7000, 7100 and 7200 blocks of Pershing Avenue strict
enforcement zone.

Council Liaison Terry Crow requested that the Traffic Commission consider recommending to the City
Council that the traffic restrictions currently in place on Pershing Avenue that relates to “No Tolerance
Zone - Strict Enforcement” be removed. The “Strict Enforcement” signs were put into effect on
temporary basis during the Metro Project. There is no ordinance supporting this restriction.

Currently these three (3) blocks of Pershing have “Speed Limit 20 mph” signs and “Strict Enforcement
Zone – Double fines” signs. A work order could be sent to the Public Works - Street Division to
remove the “Strict Enforcement Zone – Double Fines” signs on Pershing Avenue after the Traffic
Commission approves.

The Public Works and Police Department consider that a speed limit of 20 mph is recommended at
this location due to its proximity to the Flynn Park Elementary School. If that speed limit remains, an
amendment to the Chapter 10.36.040 School Zones Designated will be necessary to add Pershing to
the School Zone.

3. Request to install a one-way sign on the alley connecting the 6500 block of Julian Avenue

Please find attached a traffic request form submitted on October 5, 2010 by Mr. Alexander Smith,
resident at 6600 Raymond Avenue, City of Pagedale (just north of Julian Ave – University City).
