Smith is requesting that the City replace the one-way sign that was installed in the past on the alley
that connects two (2) sections of the 6500 block of Julian Avenue and turns into Elva Avenue, to
avoid confusion on traffic flow and right of way on this alley.

The alley is 15ft wide which is standard for an alley, and should be able to carry two-way traffic with
caution, similar to all other alleys. Vegetation was removed on the west side of the alley to improve
its capacity. Additionally, if a one-way traffic is designated, traffic will increase in the alley located
south of Julian Avenue and surrounding streets. Therefore the Public Works Department
recommends keeping the alley that connects the 6500 block of Julian Avenue as a two-way traffic.

4. A proposal was submitted to the City from the Missouri Department of
Transportation (MoDOT), Senior Highway Designer, Heather Copeland, to eliminate the west
crossing on Olive Blvd at Hanley Road.

St. Louis County reviewed the above mentioned proposal from MoDOT; The County did not find any
opposition to it. CBB will provide the Traffic Commission with their input in regards to safety,
convenience, effects on other crossings and other effects we should consider in the surrounding
area.

Cc: Evelyn Benford, Director of Public Works
Captain Michael Ransom, Police Department

Terry Crow, Council Liaison
