5. Rush Hour Restrictions in front of Our Lady of Lourdes <br /> <br />In the January 13, 2010 traffic commission meeting, parking restrictions in front of Our Lady of <br />Lourdes were discussed and the recommendation to be provided to Council was to install a “No <br />Parking – Service Vehicles Only” to accommodate the funeral service cars need, from the <br />Church driveway west to the "no parking from here to corner" sign. <br /> <br />On January 27, 2010, Mr. Roderick Harkey, new President of the Our Lady of Lourdes Parish <br />Council sent a communication via email to keep the parking in front of the Church and prevent <br />long-term parking. The church desires this due to its special use as a place of worship <br />where many visitors require parking on Forsyth to attend multiple daily masses, special masses <br />like funerals, and meetings at the Rectory. Street parking on Forsyth is needed because during <br />school days the Lourdes School uses the back parking lot as a play area for gym and recess. <br /> <br />Mr. Harkey is requesting: <br />1. "2 hour parking only" restriction, to improve parking fluid or, <br />2. Keep the current rush hours parking restrictions, to prevent long-term parking since cars <br />would be cleared out during rush hours. <br /> <br />The church does not wish to have a “No Parking – Service Vehicle Only” restriction in front of the <br />Church. <br /> <br />Since the need from the church is now emphasized more on parking for visitor during weekdays, <br />instead of funeral vehicles parking availability, the recommendation to install a “Two hour parking <br />only” would have the following alternatives: <br /> <br />Every day of the week except Sundays and holidays between the hours of: <br /> <br /> At Any Time, or <br /> <br /> Six a.m. and six p.m. <br /> <br /> Six a.m. and Six-Thirty p.m. <br /> <br /> Eight a.m. and Two p.m. <br /> <br /> Eight a.m. to Five p.m. <br />Every day of the week except Saturday, Sunday and holidays between the hours of: <br /> <br /> Nine a.m. and Six p.m.: Existing restriction for Forsyth Boulevard east of Lindell <br />Boulevard. <br /> <br /> Eight a.m. and Four p.m.: Existing restriction for Forsyth Boulevard west of Lindell <br />Boulevard. <br /> <br />The City will invite Mr. Rod Harkey to present this request before the traffic commission to void <br />the recommendation to install No Parking – Service Vehicles Only, and to provide with a new <br />recommendation from the Traffic Commission to the Council. <br /> <br />Approval of Minutes – January 13, 2010 meeting. <br /> <br />Cc: Evelyn Benford, Director of Public Works <br /> Major Ernest Green, University City Police Department <br /> Arthur Sharpe, Jr., Council Liaison <br />Traffic Commission Agenda – February 10, 2010, Page 3 <br /> <br />
