Please call (314) 505-
8568 or email agutierrez@ucitymo.org to confirm your attendance.

AGENDA FOR THE MEETING

1. Request for Parking Restriction on Gannon Ave between North and South Rd. and
Bemiston Ave.

Please find attached a traffic request form submitted on April 11, 2010 by Mr. Jeffrey Hales, resident
at 7630 Gannon Avenue. Mr. Hales is requesting a parking prohibition for commercial/institutional
traffic on Gannon Avenue from the existing alley east of North & South to Bemiston Ave. Mr. Hales is
also requesting that Gannon Ave be changed to a one-way street going west from Bemiston Ave to
the alley east of North & South.

Please find attached pictures submitted by Mr. Hales showing parking issues, damage to yards, and
litter problems.

In April and May of 2006, the Traffic Commission reviewed a request for parking restrictions in the
7600 block of Gannon. However, at the time, the residents at 7628 Gannon, 7630 Gannon, 7600
Gannon, representatives of the Chesed Shel Emeth House of Worship and Charles Deutsch,
Executive Director of the Torah Prep School indicated that parking restrictions are inconvenient and
they prefer that the parking remain the same. One owner of MOMO’s restaurant stated that they
were working on getting more parking spaces by negotiating with the Royal Bank for them to allow
restaurant visitors to park in the bank’s parking lot. They also indicated they were considering
implementation of a valet parking service.

No accidents have been reported to the Police Department for the last 3 years.

To turn the street one-way, a traffic study demonstrating that both east and westbound movements
carry about the same amount of traffic would be required to be performed. Also, the residents on the
blocks would need to be surveyed to ensure that over 75% of the residents are in agreement with the
change. Except in special circumstances, one way traffic is recommended to be implemented for a
whole block versus half a block to reduce confusion for drivers and enforcement staff. It should also
be recognized that when streets become one-way, traffic tends to travel faster.

The Public Works Department recommends that a Residential Parking Permit system be
implemented to alleviate the non residential parking problems on this block. The process should be
initiated with a petition and over 75% of the property residents should concur.

2. Request for traffic calming alternatives on Mulberry Lane, between Blackberry Ave and
Groby Rd.

Please find attached a traffic request form submitted on May 10, 2010 by Mr. Joseph Feder, resident
at 935 Mulberry Lane. Mr. Feder is requesting speed control and awareness of the presence of
