children on Mulberry Lane, between Blackberry Ave and Groby Rd. Mr. Feder is suggesting <br />installation at both end of this block “Slow Down, Children Present” signs and “Speed Bumps.” Mr. <br />Feder is also requesting to reduce the speed limit from 25 to 20 mph. Mr. Feder explained that this <br />block is often used as a bypass for motorists traveling north and south between Blackberry Ave. and <br />Groby Rd. <br /> <br />The UCPD will provide speed data for the area at the meeting. <br /> <br />“Slow Children Playing” or similar type of signs should not be used. The sign gives a false sense of <br />security to children and parents. Children should never be allowed to play in the street. The MUTCD <br />does not recognize this as a standard sign. The City of University City adopted the MUTCD as the <br />manual for University City’s traffic policy and procedures. <br /> <br />Speed bumps are not allowed to be installed on public streets, as they may damage emergency <br />vehicles such as fire trucks and police cars. They are also an impediment for the snow plowing <br />process in the winter months. <br /> <br />Mulberry Lane is 950 ft long, and there are no speed limit signs installed in this block, therefore Public <br />Work recommends the installation of speed limit signs indicating the 25 mph restriction one at Groby <br />Rd and one at Blackberry Ave. Additional police monitoring with enforcement could be an effective <br />deterrent. <br /> <br />3. Request to install a stop sign on Teasdale Ave, at Central Ave. <br /> <br />Please find attached a traffic request form submitted May 12, 2010 by Ms. Clare Brady, resident at <br />515 N. Central Ave., requesting a stop sign to be installed on Teasdale Ave at Central Ave. <br /> <br />The intersection at Teasdale Ave and Central Ave is a T-intersection, and currently two stops signs <br />are installed for north and southbound Central Ave at Teasdale Ave. <br /> <br />Public Works recommends installing a stop sign at the requested location due to the geometry of the <br />intersection. <br /> <br />FYI - Traffic calming in the alley at the 6600 block, south of Washington Ave north of <br />4. <br />Kingsbury Blvd Update. <br /> <br /> <br />Ms. Susan Terrill, resident at 6675 Kingsbury Blvd., requested the following: <br /> <br />a) Installation of Speed Limit signs for the alley. Two – 15 MPH speed limit signs have been <br />installed at both entrances of the Alley. <br /> <br />b) For the access to the parking area at 520 Kingsland Ave. be a one way instead of a two way <br />access at the alley. Washington University will make changes to the parking lot layout in the <br />month of June of 2010, when students have moved out of the building.
