At 6:45 p.m. those <br />present were Melcine Henderson (Traffic Commissioner), Shelley Welsch (Council Liaison), <br />Sgt. Anderson and P.O. Marchelli (U City Police Department) and Mariela Tapia, (Traffic <br />Commission Secretary-U City Public Works Department). <br /> <br />Residents were present representing the 500 block of North and South, University View <br />Neighborhood Association, and Williams-Kingsbury intersection. <br /> <br />Melcine Henderson explained to those presents, that there was not enough quorum for the <br />Traffic Commission to make any recommendation and the items on the agenda will be <br />discussed on the next Traffic Commission Meeting. However, the ones present could make <br />their inputs. <br /> <br />Mariela explained to all presents that the Traffic Commission may make traffic <br />recommendations to the City Council and they make the final decision. Residents are <br />welcome to express their concerns; however, the recommendations of the Traffic <br />Commission are based on Manual on Uniform Traffic and Control Devices. <br /> <br />Residents represented the following issues: <br />1.Stop Signs and Crosswalk for North and South at the limits with City of Clayton. <br /> <br /> <br />Representing this issue were Mark Allen (521 North & South Rd), Sylvia Silver (500 North & <br />South Rd), and Loy Ledbetter (505 North & South Rd). <br /> <br />BACKGROUND: Susan Gelman send a Traffic Request Form on 9-3-03 requesting stop signs <br />and a crosswalk to be located on North & South Rd at the limits with Clayton City. <br /> <br />Mr. Ledbetter stated his opposition to the request. He was afraid of cars going faster, since <br />traffic studies have demonstrated that people tend to speed up significantly between the <br />stop sign to “make up" time; drivers could get frustrated for stop signs. Additional stop <br />signs could increase the noise and pollution on the street. North & South is a high point on <br />the limits with Clayton and University City; could be dangerous to have to stop on a hill <br />especially during winter time. <br /> <br />Mr. Allen exposed his concurrence with the request. He explained that should be some <br />cooperation between Clayton and University City to enforce patrolling the area since the <br />speed is a dangerous situation on North & South Rd. Since there are new constructions, the <br />traffic will increase.
