Minutes November 10, 2004 Page 2.

Ms. Schafers stated that the light at this moment does not give right of way to the people in
Delcrest. Its stops the traffic east-west on Delmar for pedestrian to cross.

Lisa Frumhoff, a resident at 852 Oakbrook Lane, mentioned that it is also difficult to access
Berick and Oakbrook Lane which are streets located north of Delmar on both sides of
Delcrest. She mentioned that the County should study that situation also.

Sergeant Whitley mentioned that in that portion, Delmar needs some drastic changes
according to the Police Department.

The Traffic Commissioners voted unanimously to recommend the current pedestrian
crossing sign just west of Delcrest and Delmar be removed and replaced by 3 way
stop signal at the west leg of Delcrest and Delmar.

2. Lafon Place – Old Bonhomme – Gay Avenue

Angela L’Hommedieu, a resident at 8026 Lafon Place, mentioned her concerns about the
amount of cut through traffic and speeding on Lafon between Old Bonhomme and Gay.
She thinks that this situation could become worse with the renovation of Gay Field.

Ms. L’Hommedieu, provided the commissioners with packets of information and requests.
She stated that there are just four homeowners on Lafon, (between Gay and Old
Bonhomme). The street is a short and well lighted and is the first one before you leave
Clayton. She will have resided there for 20 years next June. She now has boys ages 3
and 5, and that’s the main reason why she is so concerned with cut-through traffic.

Ms. L’Hommedieu mentioned that additional lighting at Gay Field will promote motorists
trying to park along Lafon and could increase the amount of cut-through traffic from Delmar
to Gay. She also mentioned that the Clayton police patrol the speed on Gay since there is
a speeding problem, but she understands that the Police can not be there everyday with a
radar chasing people on Gay.

Ms. L’Hommedieu main problem is the cars speeding on Lafon. All other requests and
information supporting her concerns are in the package provided to the commissioners.

The Commissioners understand that the neighbors in the area are concerned about this
issue. On November 12, 2003 the Traffic Commission discussed this situation and voted
to install “speed limit signs” at the intersection of Lafon and Gay and the intersection Lafon
and Old Bonhomme. At this time, in the area of Gay, Mapleview and Lafon, the following
signs are installed:

?
5 stop signs
?
2 “children at play” signs at the intersection Lafon-Mapleview and Teasdale-
Mapleview
?
3 speed limit signs along Lafon (for motorists northbound on Gay and Westbound on
Lafon)
?
3 residential parking permit signs along Lafon
V:\WP51\Mariela-Projects\Traffic Commission\minutes\2004\Minutes 11-10-04.doc
