Minutes November 10, 2004 Page 3.

Ms. L’Hommedieu said that all kind of signs were installed but the signs have done no good
because they are still dealing with the same problem. They don’t want more signs.

Ms. L’Hommedieu mentioned that she believes a better measure to control speed and
amount of cars cutting thru are “saw horses” with a sign displaying “residents access only”.

St. Whitley said that the Police Department will continue to do traffic enforcement, perform
speed reports, and they will check the possibility of coordinating with Clayton City to patrol
that area.

Ms. L’Hommedieu also mentioned that she talked with the representatives of the BMW
dealership, located at Maryland-Gay since according to her; Gay is used for testing cars.

St. Whitley asked what times are better for the police to be present and Ms. Sachar,
resident at 8044 Lafon, said that morning hours are better.

Ms. Sachar and Ms. L’Hommedieu insisted that they have a problem with cars using Lafon
for cutting thru to Gay (from Delmar).

Ms. Schafers mentioned that she could understand that traffic could use Lafon as a cut-thru
since there was a “No Left Turn” sign on Teasdale at Old Bonhomme. But at this time, the
sign is gone and therefore, it makes no sense for motorists to turn left from Lafon that is an
angle intersection with Old Bonhomme instead of turning left from Teasdale that is a right-
angle intersection.

The commissioners mentioned that the Engineering Division will perform a cut-thru study to
confirm that Lafon and Gay are cut thru streets for motorists entering or exiting Clayton or
Gay Field. The Municipal Code includes a section for “through traffic prohibited on certain
streets at all times or during designated hours”.

Neighbors also mentioned their concerns about future lighting of Gay field. The draft for
the proposals for the Gay field is in the package provided by Ms. L’Hommedieu.

Ms. Schafers said at this time, they have to wait for the lights on Gay field to be installed.
They will do a recommendation based on the identified problems due to the field lights.
There is no way to know NOW what harm will result without the lights being there. Right
now, commissioners are dealing with the existing situation.

Ms. Sachar also mentioned an additional request regarding permit parking. At this time,
there is already permit parking along Lafon, but they want to change the time and make it
longer. They would like to change the time from 12-noon to 9pm. Ms. Sachar said that
even though they have the permit; it has not been enforced at all.

Commissioners said that neighbors should call the Police Department to request Police
enforcement.

V:\WP51\Mariela-Projects\Traffic Commission\minutes\2004\Minutes 11-10-04.doc
