Minutes November 10, 2004 Page 4. <br /> <br /> <br />Nancy Sachar, 8044-8050 Lafon, mentioned that in addition to changing the hours of no <br />parking, there is another problem for the permit not being enforced. She said that every <br />time that Friday is a holiday, their pick-up is on Saturday morning and the trash collectors <br />have a terrible time picking up the trash because of the cars parked. Also it is a problem to <br />collect the leaves. At this time, the permit restriction is every-day from 11 a.m. to 8 p.m. <br />Residents want to change the hours from noon to 9 p.m. because they think it will be worse <br />during the games on Gay Field once the lights are installed. <br /> <br />The commissioners didn’t make any recommendation regarding changing the time for the <br />parking permit. <br /> <br />Regarding the saw horses with the sign displaying “resident access only”, Ms. Schafers <br />said that the sign can not be installed if Lafon is a public street. The resident mentioned <br />their interest to make it private. Ms. Schafers said that on private streets, the residents are <br />responsible for some maintenance and taxes are not adjusted. They mentioned that they <br />are an unimproved street and do no have curbs, gutters, and sidewalks. Mariela Tapia, <br />from Public Works mentioned that they can pay an assessment rate for improvements on <br />the street. Ms. Schafers mentioned that privatizing the street is an issue if they will want to <br />explore the possibility. They have to give serious thought and consideration. <br /> <br />Ms. Sachar mentioned the possibility of putting saw horses with signs on her front yard <br />displaying “resident access only”. It was denied at that time. <br /> <br />Neighbors ask for a contact to privatize the street but the Police also mentioned that private <br />streets are more difficult for them to patrol. <br /> <br />Another issue for neighbors is that the entrances to Gay field will be widened, meaning cars <br />will have ample space to race in and out of the field. They said this situation should also <br />be a University City issue since cars out of the field are facing the portion of Gay that is in <br />University City. <br /> <br />At this time, commissioners didn’t make any recommendation. They will wait for the <br />results of the cut-thru traffic study that will be performed by the Engineering Division. <br /> <br />3. Pedestrian and Vehicular Safety on Oakbrook Forest <br /> <br />Several traffic requests were presented by the residents of the Oakbrook Forest <br />neighborhood. The information was received after the cut-off date of three weeks prior to <br />the meeting. Therefore, staff recommendations will be presented at the December <br />meeting. <br /> <br />Lisa Frumhoff was present and mentioned her concerns. She stated that there is an <br />enormous amount of traffic that uses Oakbrook as a cut-thru from McKnight to Delmar, <br />especially in the mornings and rush hours. Also, motorists are speeding and honking to <br />the motorists backing out their driveways along Oakbrook.
