Page 2
Minutes March 10, 2004
Traffic Commission Meeting

2.Street Petition to make the 6500 block of Corbitt Ave, one-way going east.

Patricia Merritt stated that they collected 35 signatures for the residents on the 6500 block
of Corbitt to make it one way going east. Their concerns are several, one is the street is
too narrow for 2 cars to pass at the same time. They also have children in the area that
play on the street and they are concerned about their safety. They also have a large
amount of seniors on the block and they are concerned about the traffic and the noise.

Ms. Merritt mentioned that their council people are behind them (Mr. Sharpe).

Ms. Tapia mentioned that Major Charles Adams sent an e-mail stating that the Police
Department does not oppose to the request.

Ms. Tapia mentioned that a traffic counter was installed in the 6500 block of Corbitt and
the average daily traffic is 423. This includes both directions. Compared with other
streets, of the same size it is not an excessive amount.

Ms. Merritt mentioned that the traffic count was malfunctioning for some period but Ms.
Tapia explained that the counter was fixed and gave a good report during a 48 hour
period.

Ms. Ridley explained her concerns. She mentioned that she has been living there for 37
years, 10 months. If the street is changed for one-way cars are more likely to speed
unless speed bumps are installed. Also, streets are not play areas. The closest parallel
accesses are on the north, Avalon Ave. which is a no through street from Sutter to
Kingsland and an alley to the south, which is unacceptable to substitute as a street.

Ms. Merritt commented that the children are not just in the street but in the neighborhood
and people play where they live.

Ms. Henderson pointed that the street is narrow and Ms. Merritt repeated that one car has
to pull over in order to allow the other car to pass. But Ms. Schafers indicated that the
situation is not unusual in several streets around University City.

Ms. Merritt mentioned that there are several streets around that are “one-way”, like Crest,
Corbitt, and Chamberlain Ave.

Ms. Schafers asked for the results of the survey and Ms. Tapia mentioned that two letters
and four phone calls were received from the residents. Five are against the request and
one in favor.
V:\WP51\Mariela-Projects\Traffic Commission\minutes\2004\Minutes 3-10-04.doc
