Page 2
Minutes April 7, 2004
Traffic Commission Meeting

2.Traffic Engineer Assistance Program (TEAP) Study for Delmar Blvd. and Trinity Ave.

intersection

The Traffic Commissioners reviewed the TEAP recommendations and provided the following
comments:
?
They agree with the recommendation from the TEAP Study and from the Planning

Department regarding taking out the crosswalk at the lion monuments.
?
They recommended to modify the octagonal islands

Present was Susan Bowser (chairman of the Historic Preservation Commission, HPC) who
supported the recommendations from the Planning Department.

Ms. Bowser mentioned that the next HPC meeting is scheduled for April 20, 2004 and they will
th
install a committee to deal with the TEAP study for the referenced intersection.

The Commissioners mentioned that a meeting should be held between St. Louis County,
University City Traffic Commission and University City Historic and Preservation Commission.

3.Request for left turns arrows at the Delmar-Kingsland intersection

This was just for informational purposes. In response to the installation of left turn arrows at
the intersection of Delmar-Kingsland, St. Louis County maintains their position to deny this
request. Additional left turn arrows would require giving less “green time” to southbound traffic
on Kingsland Ave and eastbound traffic on Delmar Blvd. Since the residents south of Delmar
Blvd have alternate ingress and egress to the St. Louis County Arterial Road System (gates on
the eastern approach to the signalized intersection of Big Bend Blvd and Kingsbury Blvd), the
capacity at the intersection should not be reduced.

4.Request to remove parking prohibition in front of 8161 Gannon

Nobody was present to provide comments regarding this request. Six residents are directly
affected by the request, and two of them are opposed.

The Engineering Division sent letters to all the residents in the 8100 block of Gannon and to the
trustees of the Brittany Wood subdivision. In addition to the residents directly affected, three
responses have been received in opposition to the request.

The Traffic Commissioners voted to deny the request and leave the signs the way they are.

5.Approval of the minutes from the March 10, 2004 meeting

The minutes were unanimously approved.

The meeting was adjourned at 7:30 p.m.

Minutes prepared by Mariela Tapia, Secretary of the Traffic Commission
V:\WP51\Mariela-Projects\Traffic Commission\minutes\2004\Minutes 4-7-04.doc
