6801 Delmar Boulevard, University City, MO 63130
Phone: 314-862-6767, Fax: (314) 862-0694

CITY OF UNIVERSITY CITY
MINUTES OF THE TRAFFIC COMMISSION
MEETING ON September 8, 2004

Acting chairperson Susan Schafers called the meeting to order at 6:35 p.m. Those present
were:

Melcine Henderson Tim Moffitt, Deputy Director for Engineering
Tobias Gibson Shelley Welsch, Council Liaison
Susan Schafers

The attendance sheet is attached indicating one resident was present.

1.Four Way stop for Washington-Kingsland Intersection.

Tobias Gibson indicated that a four way stop may be warranted. Susan Schafers thought
that perhaps the motorists would run the new stop signs, and be involved in rear end
accidents. Melcine Henderson indicated that there were not enough accidents to warrant a
four way stop. Tim Moffitt said that a request for a four way stop was made about 10
years ago and the Commission denied the request but voted to restrict parking, which is
currently evidenced by the good sight lines looking to the south from Washington Ave.
Two of the four accidents reported recently involved a southbound vehicle colliding with an
eastbound Washington vehicle. Accordingly, Tim suggested that to remedy this problem,
parking be further restricted by prohibiting parking for one space on the west side of
Kingsland just north of Washington, since this is the “near left” sight line; the most critical
at the intersection. As a group, the Commission was not in favor of creating a four way
stop.

The Commission voted unanimously to prohibit parking for one space on the
west side of Kingsland just north of Washington.

2.Intersection of Kingsland and Loop South

Elsie Glickert, from 6712 Etzel, addressed the Commission. She said the request to
improve this intersection came from U-City East. She said the students just arrived last
Wednesday and the dynamics of the neighborhood change with the influx of so many
students with cars. She requested that the Commission table the issue and study the site
for another month . The Commission agreed to table the issue until next month’s meeting.

V:\WP51\Mariela-Projects\Traffic Commission\minutes\2004\Minutes 9-08-04.doc
