Whitley, U City Police Department <br />Catherine Nichols Mariela Tapia, Traffic Commission Secretary <br />Raymond Creer <br /> <br />The attendance sheet is attached indicating the residents present. <br /> <br />1.Loading zone for “Blooms in the Loop” <br /> <br /> <br />Kevin Isbill, owner of “Blooms in the Loop” was present. He requested that a “loading <br />zone” be installed in front of the store located next to the Tivoli Theater. <br /> <br />The request is based on the amount of tickets that they have been currently receiving for <br />standing for delivery purposes in a “No Parking” zone. Mr. Isbill mentioned that they have <br />been doing business for 6 years and they never had the problem of getting parking tickets. <br />The delivery cars that they use are small vehicles and they stand in front of the <br />establishment with “blinking yellow security lights” for a short period of time (5 minutes). <br /> <br />Mariela Tapia mentioned that Delmar is a County Road and is under St. Louis County’s <br />jurisdiction. She also mentioned that in a phone conversation with Charlie Thien, from St. <br />Louis County, Mr. Thien mentioned that the area for the request is near an existing <br />crosswalk and that the County is presently attempting to improve visibility at the <br />uncontrolled crosswalks in the Loop area. To allow large trucks to pull in the area to load <br />and unload packages, will considerably decrease the visibility of the crosswalk. Therefore, <br />St. Louis County cannot allow a loading zone in the requested area. The County’s <br />position regarding this crosswalk is manifested in the letter dated April 4, 2005 from Patrick <br />Palmer, Operations Division Manager from the County’s Department of Highways and <br />Traffic. <br /> <br />Elizabeth Wainwright recommended assigning one (1) of the spaces in the Municipal Lot <br />#1 (the lot is located next to the store in question) for delivery purposes. The space <br />assigned could be located next to the handicapped spaces and the loading zone could be <br />marked from Monday thru Friday, from 8am to 5pm. Time per delivery is 5 minutes. <br /> <br />The commissioners mentioned that the approval of the “parking space” will depend on the <br />City’s approval. <br /> <br />The Traffic Commissioners voted unanimously to recommend that a parking <br />space in the Municipal Lot #1 be marked for delivery purposes. <br />V:\WP51\Mariela-Projects\Traffic Commission\minutes\2005\Minutes 4-13-05.doc <br /> <br />
