6801 Delmar Boulevard, University City, MO 63130
Phone: 314-862-6767, Fax: (314) 862-0694

CITY OF UNIVERSITY CITY
MINUTES OF THE TRAFFIC COMMISSION
MEETING ON June 8, 2005

Acting chairperson Susan Schafers called the meeting to order at 6:35 p.m. Those present were:
Tobias Gibson Sgt. Whitley, U City Police Department
Catherine Nichols Tim Moffitt, Deputy Director for Engineering
Raymond Creer Shelley Welsch Council Liaison

The attendance sheet is attached indicating the residents present.

1.No Parking zone for “The Saxony Condominium”

There was no one present representing the Saxony Condominium at 8631 Old Bonhomme. The
Engineering Division recommended to prohibit parking at any time in front of 8631 Old Bonhomme,
from the west side of the driveway located on the east side of the building to a point 20 feet to the
west thereof. The Traffic Commission voted unanimously to adopt the recommendation.

2.Proposed Right Turn Prohibition for Northbound Waldron and Quendo onto Canton

Mary Weber, from 7250 Orchard Ave., addressed the Commission. She said there are an average of
40 to 60 cars per day making a right turn onto Canton Ave. The problem is the worst beginning on
Friday at around 3:00 p.m. until Sunday at about 5:00 p.m. She indicated that most of the traffic is
traveling well over the posted speed limit of 25 MPH. She said that she timed how long it takes to
travel from Olive, north on Midland to Canton, to the intersection of Canton and Waldron.
Travelling at the speed limit, it took her 64 seconds. This distance is approximately 0.5 mile. To
travel at the speed limit from Olive, north on Midland to Wellington, to Waldron, to the Waldron -
Canton intersection took her 78 seconds. This shows that it does not save time to take what
appears to be a short cut. She said it is hard to get out of their driveways due to the speeders.
She said there is a speed limit sign for eastbound Wellington that should be moved to the east
about halfway down to Waldron. She is concerned about the large number of children under the
age of 8 living in the neighborhood. She suggested installing a no right turn on a trial basis to
observe the effects. Jerry Spence, from 1414 Waldron, requested a speed bump, however was
advised that it is against our policy since they damage police cars and fire trucks ( fire apparatus
has been known to fall off the truck due to the bump.) Both Departments have been adamantly
against speed bumps for many years. He said some cars travel 60 or 70 MPH on Waldron traveling
towards Canton Ave. Sgt. Whitley mentioned that for about $10,000 the City is planning to
purchase a “Smart Trailer” which has a message board displaying the motorists’ speed. The
residents are in favor of this plan.

Jean Peters, from 1301 Waldron, said that the one-way which was implemented in the 1400 Block
of Waldron has made a huge positive difference in the traffic flow, by preventing cut-through traffic
from traveling southbound on Waldron. She said volume of traffic is not her main concern, as
much as the speeding traffic. She emphasized that enforcement of the 25 MPH speed limit is
extremely important.

Susan Schafers said right turns should not be prohibited due to speeding. Residential exemptions

V:\WP51\Mariela-Projects\Traffic Commission\minutes\2005\Minutes 6-8-05.doc
