6801 Delmar Boulevard, University City, MO 63130
Phone: 314-862-6767, Fax: (314) 862-0694

CITY OF UNIVERSITY CITY
MINUTES OF THE TRAFFIC COMMISSION
March 8, 2006

Acting chairperson Susan Schafers called the meeting to order at 6:45 p.m. Those
members present were:

Loretta Bryant and Catherine Nichols, Traffic commissioners
Mariela Tapia, Secretary (non-voting member)
Sgt. Michael King, Police Department (non-voting member)

Ordinance requires the Council to appoint 7 voting members to the Traffic Commission.
Currently, there are 4 vacancies. Therefore, the commissioners present decided to
continue with the meeting.

Also present at the meeting: Cheryl Adelstein representing Washington University and Lee
Canon and Chris Beard from CBB (traffic consultants).

1.Changes at Big Bend-Forsyth intersection

Cheryl Adelstein, Director of Community Relations of Washington University in St. Louis,
introduced herself and the request for changes at Big Bend-Forsyth intersection.
Representatives from CBB (consultant engineers responsible for traffic study) explained
the proposal to the Commission.

The traffic study for this intersection proposes to re-stripe lanes on Forsyth (east and
west of the intersection) in order to create designated left turn lanes on Forsyth for
traffic turning onto northbound and southbound Big Bend and one dedicated thru lane
in each direction of Forsyth. The proposal requires of the removal of 10-12 parking
spaces on the north side of Forsyth, just west of Big Bend.

The engineers mentioned that the Big Bend-Forsyth intersection is among the top 50
most congested intersections in St. Louis County. According to the study, the
improvements will upgrade the overall Level of Service of the intersection.

The commissioners asked how they selected Big Bend-Forsyth as one of the top 50
most congested intersections. The engineers responded that all the intersections in St.
Louis County were studied in 2001 and this intersection in particular was re-studied in
January, 2006.

The engineers do not foresee a large impact on the intersection once METRO link is re-
opened.

V:\WP51\Mariela-Projects\Traffic Commission\minutes\2006\Minutes 3-8-06.doc
