6801 Delmar Boulevard, University City, MO 63130
Phone: 314-862-6767, Fax: (314) 862-0694

CITY OF UNIVERSITY CITY
MINUTES OF THE TRAFFIC COMMISSION
April 12, 2006

Acting chairperson Susan Schafers called the meeting to order at 6:35 p.m. Those
members present were:
Catherine Nichols and Benjamin Halpert, Traffic commissioners
Mariela Tapia, Secretary (non-voting member)
Sgt. Michael King, Police Department (non-voting member)

Ordinance requires the Council to appoint 7 voting members to the Traffic Commission.
Currently, there are 3 vacancies. Therefore, the commissioners present decided to
continue with the meeting. New traffic commissioner Benjamin Halpert was appointed.

1. Directional Signs for Christ the King Parish and School.
Christopher Schmidt, property owner of 7348 Cornell, introduced himself and requested
that directional signs be erected on Balson Avenue, near the intersection of Midland
Boulevard. The signs are small directional signs to provide guidance to “Christ the King
Parish and School.” Mr. Schmidt stated that he understands that the School is responsible
for the costs of the signs and installation but he prefers that the City furnish and install the
signs.

The commissioners recommended that the sign be installed according to MUTCD and City’s
regulations. The signs should be paid for by the owner. The Public Works department
should coordinate with the County and with the Parks and Recreation department on the
installation of the signs.

2. Safety concerns at Julian Avenue (between Belrue and Ursula Ave.)
The commissioners received a traffic request from Karima Wilson, property owner of 6746
Julian Avenue. She requested that the City take the necessary action to close off the
street to prevent through traffic.

Ms. Tapia stated that previously, Ms. Wilson visited the Public Works department and she
was informed that public streets cannot be closed off to prevent through traffic. Ms.
Wilson said that she was unable to participate in the traffic meeting but stated that the
intersection at Belrue and Ursula is very dangerous. She requested that a stop sign be
installed on Julian at Belrue. There is an existing yield sign on Belrue at Julian.

Sgt. King stated that the Belrue and Ursula intersection does not present a high volume of
traffic.

The commissioners voted for the area to be monitored by Police and that the speed and
amount of traffic in the 6700 block of Julian Avenue be recorded.

V:\WP51\Mariela-Projects\Traffic Commission\minutes\2006\Minutes 4-12-06.doc
