Speed limit on Blackberry to be reduced from 30 to 25 MPH

Stephan Glickert, property owner at 7750 Blackberry requested that the speed limit on
Blackberry Avenue be reduced from 30 to 25 miles per hour.

Mr. Glickert mentioned that he has been living on Blackberry for eighteen years, a street
thirty two feet wide with parking allowed on both sides.

Mr. Glickert stated that major arterials like Hanley, North & South and Delmar have a speed
limit of thirty miles per hour (3O MPH). Blackberry is a minor residential street and should
have a lower speed limit. Also, the street has heavy pedestrian traffic because of the
schools (Ronald McNair School and Jackson Park School) and also a high Jewish population
that walks to the synagogues. All adjacent streets have “yield” signs before entering
Blackberry. Mr. Glickert requested that these signs be changed to “stop” signs. A
precedent has been set about lowering the speed limit on high traffic streets and that
street is Delmar.

Ms. Schafers stated that most of the neighbors will get traffic tickets if the speed limit is
lowered and enforced. She recommends that the neighbors be made aware of the
change.

The commissioners voted for the Police to install a smart trailer on Blackberry and for the
speed limit to be enforced by radar. The data will be recorded and reviewed at the next
meeting scheduled for May, 2006.

4. Safety issues in the 7600 block of Gannon Avenue.

Ms. Tapia stated that this request may affect members of the Chesed Shel Emeth House of
Worship and that they could not attend this meeting due to the Passover celebration.
Therefore, this request is being presented at this meeting for informational purposes.

Jennifer Gerdes, resident at 7611 Gannon, was present to talk about safety issues in the
7600 block of Gannon Avenue. She is interested in safer traveling on the street and also,
a no parking distance of 2 feet on each side of driveway entrances. Also the resident at
7617 was present to speak. Both residents mentioned that parked cars block their
driveways, or cars park so close that is difficult to get in and out of their driveways. They
have called the Police and the Police response is timely, but if an emergency arose, the
residents can not wait for Police to remove the cars that are blocking the driveways.

The portion of Gannon Avenue, just east of North & South is a very congested area. The
street has a high volume of traffic during the mornings due to the boys’ school or during
observance of holidays in the Chesed Shel Emeth Society. At night, there is high traffic
due to Momo’s restaurant.

V:\WP51\Mariela-Projects\Traffic Commission\minutes\2006\Minutes 4-12-06.doc
