<br />6801 Delmar Boulevard, University City, MO 63130 <br />Phone: 314-862-6767, Fax: (314) 862-0694 <br /> <br /> <br />CITY OF UNIVERSITY CITY <br />MINUTES OF THE TRAFFIC COMMISSION <br />May 10, 2006 <br /> <br />Acting chairperson Susan Schafers called the meeting to order at 6:35 p.m. Those <br />members present were: <br />Catherine Nichols and Benjamin Halpert, Traffic commissioners <br />Mariela Tapia, Secretary (non-voting member) <br />Sgt. Kimbrough, Police Department (non-voting member) <br /> <br />Ordinance requires the Council to appoint 7 voting members to the Traffic Commission. <br />Currently, there are 3 vacancies. Therefore, the commissioners present decided to <br />continue with the meeting. Councilmember Bob Wagner was appointed as council liaison <br />for the traffic commission. <br /> <br />1.Speed limit on Blackberry proposed to be reduced from 30 to 25 MPH <br /> <br /> <br />Residents from the 7500 to the 7900 block of Blackberry Avenue were present to <br />support the request for the speed limit on Blackberry Avenue to be reduced from 30 to <br />25 miles per hour. <br /> <br />The Police installed a smart trailer on Blackberry and recorded the speed limit and the <br />amount of cars traveling on the street. Sergeant Kimbrough presented the results <br />from the traffic study. He stated that the majority of the cars were traveling at 25 <br />miles per hour. The average daily traffic is 1000 which is not a large count of cars. <br /> <br />Mr. Glickert, resident at 7750 Blackberry mentioned that the smart trailer should have <br />been installed on Blackberry west of North & South instead of east of North & South. <br />Also, that the policemen recording the speed should be hidden in the bushes, <br />otherwise, they are detected in advance by motorists. Mr. Glickert suggested that <br />signs displaying “speed recorded by radar, no tolerance allowed” signs should be <br />installed on Blackberry. He stated that cars have been hit several times. He stated <br />that Blackberry is a residential street and should have a speed limit lower than Hanley <br />or Delmar. <br /> <br />Scott Fredman, resident at 7807 Blackberry mentioned that demographics have <br />changed in the area. There are a lot of children under the age of 10 and the situation <br />is out of control. The speeding situation is a potential for disaster. <br /> <br />Andrea Kaufman, resident at 7800 Blackberry stated that the amount of cars traveling <br />on Blackberry is too high. <br /> <br />Mariela Tapia, stated that for a speed limit regulation to be effective, at least 85% of <br />the drivers should comply with the law.
