Page 2 - Minutes
May 10, 2006

be the speed at or below which 85% of the observed traffic is moving. The experience
of traffic engineers has been that posting higher or lower speed limits does not
th
significantly change the 85 percentile speed.

Ms. Schafers indicated that by lowering the speed limit, the residents will get tickets
since they are used to a higher speed limit.

Mr. Scott requested stop signs at the streets that are adjacent to Blackberry. Ms.
Schafers indicated that stops signs do not control speed.

Residents requested for the traffic signal at Blackberry and North & South to be
reviewed. The green time for Blackberry is too short.

Mariela Tapia stated that three residents at 8041 and 8047 Blackberry called to state
th
that they were against the request for the speed limit to be lowered. On May 15, Al
Black, resident at 8056 Blackberry and Burt Granat at 7812 Blackberry, stated their
disapproval of the request.

Ms. Schafers mentioned that traffic studies have indicated that a person standing on
the pavement may have the perception of cars speeding but the actual speed is within
the speed limit.

Mr. Scott insisted that the speed limit should be lowered for the safety of the children
on the street. Also, since there is no tree lawn in the north side of Blackberry, the
sidewalks are next to the street.

The commissioners recommended that the speed limit on Blackberry Avenue be
reduced from 30 to 25 miles per hour.

2.Safety issues in the 7600 block of Gannon Avenue.

In the April 12, 2006 meeting, Ms. Jennifer Gerdes was present and requested a no parking
area be implemented for safer traveling on the 7600 block of Gannon. She also requested
that a “no parking distance of 2 feet” be implemented on each side of driveway entrances.

James Laycock, owner of 7628 Gannon stated that no changes should be implemented in
the street. The resident at 7630 Gannon also indicated that parking prohibitions are
inconvenient. One partner at MOMO’s restaurant stated that they are working on getting
more parking spaces. They will negotiate with the Royal Bank for them to allow
restaurant visitors to park in the bank’s parking lot. They will implement a valet parking
service.

V:\WP51\Mariela-Projects\Traffic Commission\minutes\2006\Minutes 5-10-06.doc
