Page 2 - Minutes
July 12, 2006

Sgt. King stated that ambulances and emergency vehicles are larger than they used to be and that
there is no space for them to travel on Jackson if cars are parked on both sides of the street.

The traffic commission voted that parking be prohibited on the west side of northbound Jackson
Avenue from the south line of Dartmouth Avenue to the north line of Tulane Avenue. And for
parking to be prohibited on the east side of southbound Jackson Avenue, from the south line of
Dartmouth Avenue to the north line of Tulane Avenue.

2.Forsyth Pavement Marking Plan (Big Bend to Wallace)

The Commissioners reviewed the copy of the pavement marking plan for Forsyth Boulevard from
Washington University.

Mariela Tapia stated that the main change in the Forsyth/Big Bend intersection that impacts
University City is that the westbound through/left turn lane will be striped as an exclusive left turn
lane. The change would eliminate entrapment of westbound through traffic in the westbound left
turn lane on Forsyth Boulevard at Big Bend Boulevard and would help the merging problem on
Forsyth Blvd west of the intersection with Big Bend Blvd.

Since the new markings seem favorable and there is no elimination of parking spaces in the City,
the commissioners approved the changes in the pavement marking for Forsyth/Big Bend
intersection.

3.Parking in front of 8695 Delmar

Ms. Tapia informed the commissioners that the City received a request from Dick Lindsoe, resident
at 8674 Delmar 1-W. He requested that the parking restriction sign in front of 8695 Delmar be
removed. The parking restriction starts at the intersection with LePere Street and goes eastbound
Delmar for about 60 or 70 feet.

The City's Municipal Code indicates that it is unlawful to park a vehicle within twenty-five (25) feet
from the intersection of curb lines. However, St. Louis County dictates sign placement
along Delmar and all county arterials.

Sgt. King stated that there is a visibility problem for southbound vehicles on LePere St. to turn left
onto eastbound Delmar. That is the reason why the extended prohibition in front of 8695 Delmar
was established.

The commissioners requested that the Police enforce the parking prohibition in front of 8695
Delmar.

4.Approval of Minutes for June 14, 2006 meeting

The minutes were unanimously approved.

The meeting was adjourned at approximately 7:30 p. m.
Minutes prepared by Mariela Tapia, Traffic Commission Secretary

V:\WP51\Mariela-Projects\Traffic Commission\minutes\2006\Minutes 7-12-06.doc
