6801 Delmar Boulevard, University City, MO 63130
Phone: 314-862-6767, Fax: (314) 862-0694

CITY OF UNIVERSITY CITY
MINUTES OF THE TRAFFIC COMMISSION
January 9, 2008

There were not enough commissioners to call the meeting to order. At 6:45 p.m. those present
were Greg Patterson (Traffic Commissioner), Major Green and Sgt King (U City Police Department),
Robert Wagner (Council Liaison) and Mariela Tapia (Traffic Commission Secretary-U City Public
Works Department).

Also present were residents representing the requested traffic items. Please find the attendance
sheet attached.

Greg Patterson explained to those present that there was not a quorum; therefore, the Traffic
Commission could not make any recommendations and the items on the agenda would be
discussed at the next Traffic Commission Meeting. However, the ones that were present were
allowed to make comments.

1.School District Request to Establish two (2) Pick Up/Drop off zones for Jackson Park

School.

There was nobody present to discuss this request. However, this item was discussed on
December’s meeting and a pick up/drop off zone was recommended to be established on the south
side of Balson Ave., west of Jackson Ave.

2.Request from St. Louis County to Restrict Traffic from Westgate Ave onto Olive Blvd.

Background:
Garry Earls, Director of Highways and Traffic of St. Louis County sent a letter to the City stating
that the County intends to remove the stops signs on Olive at the intersection of Olive Blvd and
Westgate/Sutter Ave. in order to enhance the traffic flow on Olive Boulevard that was identified as
one of the alternate routes in lieu of the I-64/40 closure. Olive Blvd is currently under the
maintenance jurisdiction of the County, between Ferguson Ave and the city limit of Saint Louis
(Skinker Blvd).

The third week of December, St. Louis County implemented the changes making Westgate Ave. a
one-way street south bound from Olive to North Drive, and the stop light at the intersection of
Olive and Sutter/Westgate was removed. The stop sign for southbound Sutter at Olive remains in
place. Temporary barricades are in place to deter traffic to move northbound on Westgate. The
City installed a changeable message board for southbound Sutter indicating “Olive traffic does not
stop”.

Discussion:
Present were Elsie Glickert and Fr. Ken Brown. Mrs. Glickert stated that she requested the
overhead stop flashing light at the intersection of Olive and Westgate in 1961. She mentioned that
there is no reason to restrict northbound movement on Westgate. She believes that the measure
will restrict police action, and that is an inconvenience for the people that live in the neighborhood
including residents of the 24 condominiums recently sold and clients of the grocery store. The
residents of the neighborhood should not be inconvenienced because the drivers on I-64/40 are
Minutes – January 9, 2008 Page
1

V:\WP51\ENGINEERING DIVISION\Public Works- Traffic Commission\Traffic Commission\minutes\2008\Minutes 1-09-08.doc
