Mrs. Johnson inquired more information regarding the parking restriction at the intersection in discussion.
Mrs. Gutierrez explained the parking restriction.

The commissioners voted unanimously for this request to be denied and for a Yield Sign to be installed
on W Canterbury Rd at LePere St.

Mrs. Johnson had one more question about traffic law and right of way from vehicles traveling on LePere
S1. or in W.Canterbury. Sg1. King explained that since LePere S1. is a through street from Delmar Blvd to
Old Bonhomme Rd. and W.Canterbury is secondary road to LePere S1., LePere S1. vehicles have the
right of way and W.Canterbury traffic need to yield to LePere S1. traffic.

3. Request for a Stop SiQn at Lamb Ave and Liberty Ave intersection.

Present was Aaron Turner Jr. resident at 8439 Atherton Dr., requesting for a stop sign to be installed at
any direction of the intersection of Lamb Ave and Liberty Ave to prevent accidents.

On December 28, 2006 there was one accident caused by an unoccupied parked vehicle rolling back on
Liberty and striking another vehicle. This was the only accident at Lamb and Liberty in the last 2 years.
There are no visibility problems and at this intersection and Lamb Ave. is a dead end street.

The commissioners voted unanimously for this request to be denied and for a Yield Sign to be installed
for southbound Lamb Ave. at Liberty Ave.

4. ChanQe Lindell Blvd. from a one-way to a two-way street from Forsyth Blvd. to approximately
120 feet north of Forsyth Blvd. and ParkinQ Meters near the intersection of Lindell Blvd and
Forsyth Blvd

Present was Steve Barron, President of the Philip H. Barron Realty Company, property owner of 3
different buildings in the area, he stated he is not opposed to the change on Lindell Blvd, but he is
opposed to some of the meters locations in the area.

Present was Carol Murray, property owner of 7311 Lindell Blvd and she is opposed to the proposed
change for Lindell Blvd. from a One-way to a Two-way Street from Forsyth Blvd to approximately 120 feet
North of Forsyth Blvd and stated it is already extremely difficult to turn left from Lindell Blvd into Forsyth
Blvd east bound. Another issue she mentioned was that parking for tenants will be more difficult to find.
She mentioned it will be confusing for travelers on that intersection if a two way orientation is declared.

Sg1. King reported that there was an accident at this intersection on 1-31-06. Vehicle # 1 made a left turn
from southbound Lindell to eastbound Forsyth. Vehicle # 2 had just pulled away from the curb on the
south side of Forsyth headed east. Vehicle #1 struck Vehicle # 2. 30 ft east of Lindell Blvd.

Mrs. Bondareff questioned if it has been considered that the parking in front of 7337 Forsyth Blvd
(Casadilla and Taylor Shop) be angle parking and not perpendicular to the sidewalk, or even parallel.
Mr. Barron responded to her stating that if parking is reduced this would kill his businesses and also he is
aware of the visibility issue.

Mrs. Murray expressed her concerned about parking lot purpose and residential parking and Mrs.
Gutierrez explained that parking lot will have 15 parking meters and also explained that by implementing
a Residential Parking Permit system, parking will be reserved for residents and visitors during selected
hours along Lindell Blvd..

Mr. Barron requested more time to have a deeper discussion on this situation, since he had a short time
notice. He understands the parking problem is generated by Washington University Students and
Employees, and Metrolink commuters. He expressed that the only affected people by installing new
parking meters are the residents of the area, specifically his tenants. He provided details on the number
of units affected in his buildings and concluded that over 30 parking spaces are parking off street.
