He agrees with meters being installed, but no spaces being reduced. <br /> <br />Mrs. Gutierrez explained how this situation compares with the parking meters installed along Delmar <br />Loop. On Delmar Blvd, property owners provide parking for their tenants not in the City's right of way; <br />there are private parking lots that they provide for tenants when renting the space. <br /> <br />Mr. Barron stated there is no space to do that in the area of discussion, but maybe if cars are parked in <br />an angle parking, it will help improve visibility. <br /> <br />Mr. Patterson stated that since the changes would disproportionately affect Mr. Barron properties, and <br />there has not been enough time for Mr. Barron to discuss the case, Mr. Patterson feels this is not the best <br />forum for picking and choosing from proposal and identify the parking spaces; there is some room to <br />compromise and to negotiate, he would recommend, if Public Works agrees, to table this item for another <br />30 days, and encourage Mr. Barron to work with Public Works representative in an informal process to <br />come up with a solution about the location of the parking meters. Then Public Works will make a <br />recommendation for the next meeting for the Commissioners to vote upon. He did not want to create a <br />conflict in the future. <br /> <br />Mr. Glore, said that he appreciates the two spaces that were given to him by the City of University City in <br />front of his business IMO's pizza, ("10 minute parking Pizza Pick up" signs), and he would rather keep <br />those 2 spaces with no parking meters, and put meters around the 2 parking spaces. <br /> <br />Mr. Wagner explained that City of Clayton limits long term parking by restricting parking for a two hour <br />limit, and the advantage of that will be to prevent Metrolink commuters and students; he requested that <br />Public Works look into that for buildings affected in the area. Also he requested to implement the <br />residential parking permit system for the residents and in addition, if a Two-hour parking restriction is <br />implemented, parking will be available for residents overnight. <br />Mrs. Gutierrez explained that the restriction on the parking meters would be from 9 am to 6 pm allowing <br />two hours parking, and after 6 pm spaces would be available for residents to park overnight. <br />Mr. Wagner stated that by having Two hour parking restriction only for the parking spaces in front of the <br />buildings owned by Mr. Barren. Residents would be able to park elsewhere on the street anyway if they <br />have the residential parking permit. <br /> <br />One-way to Two-wav Traffic on Lindell Blvd. <br /> <br />Mr. Wagner emphasized that the reason why Lindell Blvd was turn into One-way street was to prevent <br />cut-through traffic from Forsyth Blvd to Big Bend Blvd, and that will not be possible now since there is a <br />right turn only on Lindell Blvd at Big Bend Blvd. No left turn allowed. <br /> <br />Mrs. Gutierrez made a clarification on the signs "10 MINUTE PARKING ONLY PIZZA PICK UP" installed <br />in front on Imo's Pizza, which are not in the municipal code, therefore not enforceable. Mr. Glore stated <br />his partner called City of University City to request those signs, and they were installed in one day by the <br />streets crew. He requested to take into consideration keeping these two spaces for pizza pick up <br />available for his business and Mr. Patterson assured him that Public Work will consider that option. <br /> <br />Another clarification was made about signs "10 MIN PARKING 6 AM TO 9 PM" installed in front of <br />Casadilla and the Taylor Shop; they should read One hour parking from 9am to 6 pm. <br /> <br />Mr. Patterson suggested that if Public Works is amendable to delaying these items for another 30 days <br />until the next traffic commission meeting allowing the actual owners of the buildings to participate in the <br />recommendation and the businesses aswell. <br /> <br />Ms. Gutierrez asked the commission if they wanted to vote for at least one on the recommendations and <br />informed that Catherine Button, resident of Lindell, was taking steps toward the completion of the <br />residential parking permit petition.
