<br />Liberty Ave. 25mph speed limit <br />% Vehicles Speed (mph) <br />78% 0-15 <br />21% 16-25 <br />1% 26-35 <br />0% (2 cars) 36-45 <br /> <br />99% of the vehicles traveled on Liberty Ave. were traveling the speed limit or slower. <br />Periodic radar assignments should still be conducted at this location." <br /> <br />After analysis was provided by Sgt. King, recommendation was given to the commission that turning <br />street into one-way was not the best solution to the problem, it would create more an inconvenience to <br />Traffic coming from Hanley, and this traffic would have to go all the way up to Page to enter Liberty Ave. <br />According to his experience, the best action to be taken would be a "Not through Traffic" sign at both <br />ends of Liberty Ave, as implemented and other streets along University City with a similar situation. <br /> <br />If that action is taken, communication with the city of Vinita Terrace would be necessary to install a sign <br />on the north east side of Liberty Ave that belongs to that City. <br /> <br />Mrs. Bondareff asked if there was a pattern on the traffic per hour, and Sgt. King responded that no <br />pattern was found, traffic numbers stay even each day from 7 am to 11 pm. Sgt. King did not notice any <br />particular activity after 11 pm. <br /> <br />Mr. Delois Buckley resident at 7387 Liberty Ave. was present and reiterated the items presented on the <br />petition submitted by 16 residents from the 7300 block of Liberty Avenue: <br /> <br />. Concern #1. Seeking protection and security of School age children at designated bus stops <br />. Concern #2. Handicap and seniors residents living on Liberty Ave. <br />. Concern #3. Speed Control <br />. Concern #4. Drug traffic during night hours. <br />. Concern #5. Stop injuries and property damage; crime from trespassers crossing private property <br /> <br />Mr. Hyman asked Sgt king if installing a "Not through Traffic" sign, would help alleviate the situation, by <br />enforcing this measure for a 30 days period, and Sgt King stated it would be hard to promise 30 days in a <br />row of surveillance, due to the volume of calls the police department receives a day. <br /> <br />Mr. Buckley also stated that when speed radar is placed, vehicles tend to slow down, and the results do <br />not reflect the reality of the situation. <br /> <br />Mr. Paterson presented to the commission the option to approve the installation of the Not through Traffic <br />signs as recommended by the Police department on Liberty Ave facing Hanley Rd and Page Ave. for a <br />period of 30 or 60 days. <br /> <br />Sgt. King clarified that in order to install that type of sign, at the entrance of Liberty by Page, City of Vinita <br />Terrace would have to be notified. It would not be efficient to install a sign in the University City - City limit <br />on Liberty Ave. since is only approximately 100 ft away from the Page Ave intersection. <br /> <br />Mrs. Gutierrez informed Mr. Buckley that his petition was forwarded to the Police Department since most <br />of the request concern law enforcement.
