Width of street = 24 ft
Width of cars parked on both sides = 7ft each side = 14ft
Clearance remaining for traffic lane= 10 ft

Mr. Andrews explained the diagram stating that there is not enough clearance for emergency
vehicles to travel on Northmoor.

Mrs. Jane Miller, resident at 7252 Northmoor Dr. expressed her opposition to the parking restriction
with the following statements:

?
Eight years ago this same request was presented to the Traffic Commission, and it was voted
not to restrict parking on the street. At the time, the problem concerned Washington
University employees and students taking the parking spaces from residents and the need to
make sure that the city’s large sanitation trucks could safely pass on the street.
?
Currently there is a high demand for parking and residents will be inconvenienced by the
restriction.
?
Other blocks of Northmoor Dr are also in the same condition.
?
Find another alternative to address the situation.

Mr. Marion Wyers, resident at 7230 Northmoor Dr. expressed that he is in favor of the restriction.

Mr. Don Hartmann, resident at 7248 Northmoor Dr. expressed his opposition to the restriction and
asked the commissioners to read the letter with all his reasoning in order to avoid any changes on
the parking. The highlights on his letter are:

?
Several homes are being renovated which has temporarily increased the traffic congestion
and increased the number of vehicles parking on the street.
?
This past summer, Ameren UE trimmed trees in the area to reduce obstructs near the power
lines. The Ameren UE vehicles increased the number of vehicles on the street and
contributed to traffic congestion; however, it also was a temporarily situation.
?
On trash day, carts on the street take up parking spaces only temporarily.
?
There is a high demand for on-street parking. Most of the homes in this block have narrow
one lane driveways that provide access to a single car garage.

Public Works Department received a request by the Fire Department to prohibit parking on one side
of the street in the following areas:
?
From 7045 to 7123 Northmoor Dr.
?
From Asbury Ave. to City limits to the west.

Public Works indicated that this request was discussed in traffic commission meetings in June and
July 2007. At that time, many residents along Northmoor stated that parking on one side of the
street would only increase speeding on the street and that the street is already used as a “cut thru”
street. They stated that making the street less safe on a daily basis (by speeding) does not help
them. Several residents stated that they do not have driveways and parking on the street is their
only option. The overall opinion of the residents was to limit parking by posting “no suv” or “no van”
parking signs.

Bryan Moore, with the University City Fire Department, added some comments regarding their
recommendation to restrict parking on one side of Northmoor from 7045 to 7123 Northmoor Dr. and
from Asbury Ave. to City limits to the west:

Minutes – September 10, 2008 Page
2
(2).docx

V:\WP51\ENGINEERING DIVISION\Public Works- Traffic Commission\minutes\2008\Minutes 10-08-08
