? <br /> UCFD is not called for emergencies very often on this street, but last year when an <br />emergency occurred, a fire truck hit some side view mirrors on their way to the emergency <br />site, and he explained that the City had to pay for that damage. <br />? <br /> Fire trucks are able to drive down the street, but the firefighters cannot open the truck doors if <br />cars are parked on both sides of the street. They have to exit the truck through the windows. <br /> <br />Sgt. King, with University City Police Department explained how the residential parking permit <br />system works, and maybe that system could alleviate problems. <br /> <br />Mr. Paterson suggested presenting a motion to approve the Residential Parking Permit and/or to <br />approve the restriction on one side of Northmoor Dr. <br /> <br />Mrs. Gutierrez explained that, at this point the PW and UCFD recommendation cannot be <br />implemented since those residents were not notified of the meeting. The notified residents were the <br />ones impacted by the request in question. One resident questioned if a decision can be made for <br />only the 7200 block since they were already notified, and Mr. Paterson confirmed that it would not be <br />practical to implement this restriction only on one block, since the other three blocks are in the same <br />situation. Also, if the restriction is implemented in only one block, the other blocks may be affected <br />as well since they will receive the additional cars that would not be able to park in the restricted <br />block. <br /> <br />Mr. Patterson requested that residents on Northmoor Dr. from 7045 to 7123 Northmoor Dr. and from <br />Asbury Ave. to City limits to the west be notified about the request and invited to attend the <br />November Traffic Commission meeting. <br /> <br />Mrs. Smith moved to table this item until the November meeting to allow Public Works time to send <br />notification to residents from 7045 to 7123 Northmoor Dr. and from Asbury Ave. to City limits to the <br />west. The motion was seconded by Mr. Robinson and unanimously approved. <br /> <br />It was requested by one of the residents to include on the notification letter a recommendation for <br />residents to park their cars in their driveways to see if this will help alleviate the problem. <br /> <br />2. Notice of Temporary Traffic Regulation on Groby Road by City Manager <br />Nancy McCartney, Director of Parks and Forestry of the City of University City, presented this item <br />stating that during the process of approval of the Golf Course Driving Range on Ruth Park, many of <br />the neighbors along Groby Road (across from the driving range) expressed their concern about Golf <br />Course customers parking in front of residential homes and blocking residential driveways or limiting <br />visibility for residents entering or exiting their driveways. <br /> <br />The Commissioners were provided with a letter from the City Manager that detailed the <br />establishment of a Parking Restriction on the south side of Groby from Old Bonhomme Rd. to Tulane <br />Ave. The No Golf Course Parking restriction will apply 24 hours; every day of the week for a period <br />of 12 months. During this period, the Traffic Commission will be provided with a recommendation to <br />implement the restriction permanently, revise it or implement a residential parking permit system. <br /> <br />Mrs. Bondareff moved to approve the parking restriction on Groby Rd as requested by the City <br />Manager. The motion was seconded by Mrs. Smith and was approved unanimously. <br /> <br /> <br /> <br />3.
