Mr. Brad Flansburg, requested a four-way stop sign on Purcell at Julian on September 10, 2008. He <br />asked why the Traffic Commission’s procedures require that the minutes be approved before the <br />action is forwarded to the City Council. He stated that not all the commissions have that procedure. <br /> <br />Mr. Paterson asked Mr. Sharpe Jr. if the commission has the ability to internally change their <br />procedures. Mr. Sharpe Jr. indicated that he will look into the procedures and discuss his findings at <br />the next meeting. <br /> <br />Mr. Paterson expressed to Mr. Flansburg that the commissioners understand his concern and would <br />like to make the procedures as efficient as possible. <br /> <br />Mariela Tapia, Manager of the Engineering Division was present and explained to the <br />Commissioners and to Mr. Flansburg the procedure for petitioning for the installation of traffic control <br />devices as follows: <br /> <br />? <br /> The public contacts the Traffic Commission secretary who provides them with a traffic request <br />form. <br />? <br /> The requestor completes the form and returns it to Public Works in person or by email, fax or <br />mail. <br />? <br /> Public Works reviews the request, performs a field investigation and if warranted, the request is <br />scheduled to be an agenda item at a traffic commission meeting. <br />? <br /> The traffic commission makes a recommendation on the request. <br />? <br /> Public Works sends the Traffic Commission’s recommendation to the City Council for their <br />review and approval. <br /> <br />The Traffic Commission acts in an advisory capacity to the City Council. The Traffic Commission <br />recommendations will not appear before the Council until the minutes of the Traffic Commission <br />meeting are reviewed and approved. That way, the commissioners have time to review the minutes <br />of the last meeting and make amendments or corrections to the minutes, if warranted. Traffic <br />related items are ones that affect many residents and careful consideration and review is necessary. <br />Not all commissions should necessarily follow the same procedures in the same amount of time. <br /> <br />Mr. Sharpe Jr. expressed that he will review all the commissioner’s procedures and he will be able to <br />discuss it with Mr. Flansburg at the next meeting. <br /> <br />4. Other – Speeding on the 13xx block of Purdue <br />Mrs. Wilma Kennell, resident at 1332 Purdue Ave was present to express her concern about traffic <br />issues on the 1300 block of Purdue Ave. <br />Traffic Commissioner Paterson explained the procedures for presenting Traffic requests to the <br />Traffic Commission. Traffic Commissioner Bondareff provided a copy of the Traffic Request form to <br />Ms. Kennell. <br /> <br />5. Approval of Minutes – September 10, 2008 meeting. <br />The minutes of the September 10, 2008 meeting were amended.
