Commissioner Brot suggested as another alternative to alternate the areas where the “no-parking”
would be implemented. From the Police perspective it’s better not to have alternate parking, it’s
more difficult to enforce.

Commissioner Brot mentioned that considering the budgetary problems, the implementation of new
curbs to widen the street may be made by residents and the City jointly. Residents didn’t approve of
that recommendation.

Commissioner Patterson presented the motion to recommend to the council that a cost evaluation be
done of replacing existing curbs for ‘S’ curbs and restricting parking on portions of Northmoor as
necessary. The motion was unanimously approved.

3. 7300 Block of Liberty, requesting designation as either a one-way or a no-through traffic
street.

Mr. Buckley, resident at 7387 Liberty Ave. presented the commissioners with a petition of the
residents on Liberty for designation as a “no-through” traffic street between Hanley and Page.

Ms. Tapia stated that Mr. Buckley also submitted a letter from Richard Wallace from Vinita Terrace
stating their cooperation with the traffic measure, if implemented.

Commissioner Patterson presented the motion to approve the implementation of a no-through street
on Liberty Avenue from Hanley to the north City limits. The motion was carried and unanimously
approved.

4. Traffic signal at the intersection of Forsyth and Asbury, requesting adjustment of signal
for vehicles on Asbury.

No resident was present for this petition. The commissioners reviewed a traffic request from Donald
Hartmann of 7248 Northmoor Dr. requesting that the traffic signal activation cycle on Asbury be
reprogrammed to delay 10 – 20 seconds after receiving a signal that a vehicle is on Asbury.

Mariela stated that drivers on Forsyth Blvd. have priority over drivers on Asbury Ave. It is
recommended that St. Louis County review this issue and determine if this adjustment can be
accomplished considering that as a result of heavy use of this crossing by school aged children, the
pedestrian crossing signal is phased to stop all traffic at this intersection when activated.

The commission unanimously approved for changes in the activation cycle of the light on Forsyth
and Asbury be requested of St. Louis County.

5. Approval of Minutes – October 8, 2008 meeting.

The minutes of the October 8, 2008 meeting were unanimously approved.

The meeting was adjourned at 8:30 p.m.

Minutes prepared by Mariela Tapia, Engineering Manager
Minutes – November 12, 2008 Page
4
