Officer Shaun Margul explained that there is an increase on the traffic volume on Forsyth, due to
highway 40 closures. He noted that drivers are using Northmoor Ave. as an east-west alternative to
Forsyth and the Police have therefore increased their enforcement of the ‘no access to Big Bend’
restriction at the Northmoor/Big Bend intersection.

After a short discussion it was agreed that removing the peak hour restriction on the south side of
Forsyth Blvd is not a possibility until the highway 40 construction is complete.

Mr. Bob Wilhelm, resident at 7115 Forsyth, proposed waiting until the highway reopens to lift the
south side parking restriction and grant the north side residential parking permits.

Ms. Dolan stated her petition has nothing to do with highway 40 closure; the real problem is
nonresident parking on Forsyth Blvd.

Ms. Mareshie stated that Asbury will be taken on the burden of additional parking and will be directly
negatively affected.

Ms. Dolan reply to this comment by asking the commission if they wanted details on her proposal for
each individual street around Forsyth Blvd. The commissioners declined.

Ms. Edna Stevens resident at 7056 Forsyth, south side resident, ask for consideration for the parking
system to be implemented in the south side of Forsyth Blvd. as well.

Ms. Gutierrez stated that the Public Works Department considers that if the petition is approved, the
restricted hours in the petition should be revised for them to match the existing restricted hours in the
south side of the street.

Commissioner Stefanie Brot suggested keeping south side restriction on place and also granting the
petition for north side only. She also asked the Police representative if there is a possibility to
enforce more periodically the parking violations.

Officer Shawn Margul explained that the UCPD can tow vehicles only when:
- Vehicles are parked for 5 days in a row or when
- Vehicles block a driveway.

Ms. Mareshie stated that instead of granting the residential parking petition, it will be better idea for
the city to provide residents with cans of yellow paint for them to paint the curb up to three feet on
each side of the driveway to restrict parking and increase visibility. This request was denied since it
considerably increases the maintenance costs.

Mr. Rod Harkey, resident at 7207 Northmoor, owns a property on the south side of Forsyth Blvd. He
also asked consideration for the residents in the south side. If the parking restriction is implemented
in the north side, and currently there is a restriction in the south side, residents will not have
anywhere to park. He suggested for a comprehensive plan to be implemented for all residents of
Forsyth Blvd.

Rev Andrew Benko mentioned that he has experienced visibility issues by non-resident parking and
is concerned about the safety of his students. Ms. Gutierrez explained that parking should be
prohibited within 250 feet of a signalized intersection. This restriction could be considered for
Forsyth and Big Bend Blvd and would include the following addresses along Forsyth: 7001-7019-
7008-7012-7018 Forsyth. This would include the school that Rev. Benko is representing.

Minutes – February 11, 2009 Page
2
