<br />Mr. Paterson stated that for a comprehensive solution, the City should communicate with <br />Washington University and explained that the high cost of on-campus parking creates parking <br />problem in the adjacent neighborhoods. Ms. Gutierrez explained that the residential parking permit <br />considers the parking issue from Washington University and states that if the block of the petition is <br />within two blocks of the University, the petition can be granted. <br /> <br />Ms. Brot stated that there is enough justification for problems in these blocks caused by non- <br />residential parking. She considers it should be granted and passed to the Council. <br />Communications with Washington University could occur afterwards. She stated that this is not a <br />fast procedure to implement. Ms. Brot also questioned the rush hour restriction implemented only for <br />the south side of the street. This only affects the rush afternoon east bound traffic, however, there <br />is no consideration for the rush morning westbound traffic. <br /> <br />There was a short discussion about rush hour restriction on both sides of street, and trash and the <br />leaves collection. <br /> <br />Commissioner Morton Hyman stated that the petition could be approved, but also it needs to be <br />considered in conjunction with parking and traffic issues of streets on the area such as Northmoor <br />and Asbury. He mentioned the upcoming community meeting at Our Lady of Lourdes scheduled for <br />March 2, 2009. This could be a good opportunity to discuss this issue with more residents of the <br />area and make a more educated decision. <br /> <br />Commissioner Brot presented the motion to approve the petition as requested. <br /> <br />Discussion about north side and south side started, and Ms. Gutierrez explained this is the first time <br />a petition is requested for only one side of the street and the Municipal Code does not considers this <br />situation. Ms. Mariela Tapia explained that if the residential parking system is approved, both north <br />and south side residents should agree and be able to park on the north side of Forsyth Blvd. <br /> <br />However, Ms. Dolan stated that the petition just considers parking on the north side of the street, for <br />residents with homes in the north side. <br /> <br />The motion stayed on the floor, until Commissioner Brot move the motion to grant petition for both <br />sides of the street, if legal, since south side residents did not sign the petition. <br /> <br />Discussion about including residents on the south side was on the table; Ms. Dolan explains <br />demographics from north and south side are different; south side has apartment buildings with more <br />dense population compared with north side single family homes. <br /> <br />Ms. Stevens stated that the entire problem is the density of students that park on Forsyth blvd. and <br />restated that communication with Washington University is necessary to have them take <br />responsibility for their student’s parking. <br /> <br />Ms. Mareshie requested consideration for Asbury parking restriction on one side. Mr. Paterson <br />instructed her to submit a traffic request through the Public Works Department. <br /> <br />Mr. Paterson presented the motion to grant the petition for residential parking permit, seconded by <br />Ms. Brot to approve petition as requested, for north side residents only. Motion was carried and was <br />approved ayes=4 nays=3.
