Councilmember Bondareff explained that currently there is a sign restricting parking on the west side of Asbury
Ave, but it is not documented in the Municipal Code. The Council should enact the ordinance for this sign to
be enforced.

Ms. Bondareff made a motion to restrict parking at all time on west side of Asbury Ave between Forsyth Blvd.
and Lindell Blvd. It was seconded by Ms. Smith and unanimously approved.

3. Request to provide safe parking in front of 7916 Delmar Blvd.

Colleen Potratz presented her request to provide safe parking in front of 7916 Delmar Blvd. Ms. Potratz
explained that there have been numerous sideswipe accidents in front of her home because there is not
enough space to park on the south parking lane of Delmar Blvd. She understands that Delmar is a County
Road and she contacted them and requested permission to park in the tree lawn area but her request was
denied.

She wants to know if the center line of the street is actually located in the geometric center of the street and
also requested that she not be ticketed if she parked on the tree lawn. Commissioner Paterson explained that
by ordinance parking on the tree lawn is prohibited and she will be ticketed.

Commissioner Bondareff asked if along Delmar, pavers in the tree lawn have been installed to allow people to
park there. Officer Shaun Margul responded that this is a general problem along Delmar Blvd, and he is
aware of only one section on Delmar Blvd at Jackson Ave, where parking on the curb is allowed to improve
access to handicap vehicles.

Commissioner Paterson recommended that staff request that the County evaluate whether the traffic lanes can
be re-striped to allow wider parking lanes. Ms. Tapia explained that the center line is not in the center of the
road for all streets. It depends of different variables such as left turn lanes or parking restrictions in one side of
the street.

Mr. Robinson moved a motion to forward this request to St. Louis County for their consideration seconded by
Ms. Nichols and unanimously approved.

4. Request to remove no parking restriction in front of 8350 Del Crest Dr.

There was no one present for this request. Commissioner Paterson explained that Alfred Ketsenburg,
Facilities Manager of the Gladys & Henry Crown Center for Senior Living, located at 8350 Delcrest Dr.
requested the removal of the parking restriction in front of 8350 Del Crest Dr.

Removal of the parking restriction is not recommended since they are required for visibility purposes due to the
geometry of the street.

Ms. Smith moved the motion to deny the petition to remove the No Parking restriction in front of 8350 Delcrest
Dr. seconded by Mr. Robinson and unanimously approved.

5. Approval of Minutes – February 11, 2009 meeting.

The minutes of the February 11, 2009 meeting were unanimously approved.

The meeting was adjourned at 7:30 p.m.

Minutes prepared by Angelica Gutierrez, Public Works
Minutes – April 8, 2009 Page
3
