<br />Ms. Tapia stated that during next couple of months the City will assess existing conditions including adjacent <br />streets in the neighborhood and evaluate and determine parking needs in order to make a recommendation <br />regarding the removal of the existing parking restrictions, once Highway I-64/40 reopens. Staff would also <br />provide a recommendation regarding implementation of a residential parking permit plan (including locations <br />and hours) on Forsyth Boulevard (on both sides of the street). Public Works staff will coordinate with the <br />Police and Community Development Departments to complete the evaluation. <br /> <br />Mr. Paterson indicated that the Traffic Commission can take action on the recommendations in the next few <br />months, with the understanding that any changes would not be implemented until Highway 40 reopens. <br /> <br />Mr. Wagner said that there is no traffic study needed under the understanding that the restricted parking is for <br />providing a lane that absorbs additional volume of traffic on Forsyth. After the completion of Highway 40, there <br />will be no need for Forsyth to carry additional volume and therefore, no need for parking to be restricted. <br /> <br />Ms. Tapia stated that the rush hour parking restriction has been in place for several years before the Highway <br />40 reconstruction. <br /> <br />resident at 7207 Northmoor Dr., <br />Mr. Harkey, said that the Forsyth north side residents will get the <br />residential parking permit system on the north side when the highway 40 reopens, and that south side <br />residents have no guarantee at this point and that they will have very limited places to park. This makes south <br />side residents very nervous, anxious and he would like to have a resolution for the south side residents as <br />soon as possible so all residents’ needs are met. <br /> <br />Mr. Paterson stated that the Traffic Commission could revisit this item no later than July 2009 and will forward <br />their recommendation to the Council. <br /> <br />Councilmember Crow requested that the Traffic Commission discuss this issue as soon as possible and <br />provide a recommendation on this issue. <br /> <br />Councilmember Sharpe agreed with Councilmember Crow on his recommendation. He stated that the Council <br />would like to make sure that whatever is decided is fair and equitable for everyone. <br /> <br />Ms. Shields-Benford stated that the sense of urgency has been understood, and that the City will bring to the <br />Traffic Commission all the information necessary to make a determination, including the legality of the <br />residential parking permit that is being reviewed by City Attorney. She also stated that Public Works will not <br />perform a formal Traffic Study, but will evaluate and observe parking and traffic during rush hours, trash <br />collection process, and density of vehicles parked on each side. <br /> <br />Mr. Harkey explained that even if a petition for a residential parking permit is submitted from the south side <br />residents, there will be no parking for them at rush hours. He also stated the needs of the south side residents <br />need to be met before the needs of the drivers on Forsyth, especially people that live in St.Louis City and work <br />in Clayton driving thru Forsyth. This is a residential street and a residential area that need to stay residential <br />instead of trying to make it commercial by promoting double traffic lanes. <br /> <br />Mr. Wagner clarified that he wanted to include the whole length of Forsyth Blvd in the removal of the <br />restriction, from Del-Lin Drive to the east city limits. <br /> <br />Staff indicated that it understood the sense of urgency and the evaluation and recommendation will be <br />presented to the Traffic Commission no later than July 2009. <br /> <br /> <br /> <br />2.
