Traffic Requests under St. Louis County jurisdiction - Request to install Stop Signs on
Midland Ave

Commissioner Bondareff introduced this item by explaining that Midland Boulevard is under Saint
Louis County’s jurisdiction. Mr. David Mitchell Jacobs Schwartz, resident at 7316 Tulane Avenue
explained this request to install “Stop” signs on Midland Boulevard at the following east-west
bound streets: Stanford Avenue, Colgate Avenue, Amherst Avenue, Tulane Avenue, Princeton
Avenue, Dartmouth Avenue and Vernon Avenue.

Mr. Schwartz’s main concern is pedestrian safety. His recommendations are:
1. Install pedestrian crossings with appropriate signage on Midland Avenue at least on Tulane
Avenue, or
2. Install “Stop” signs, to slow down traffic.

Ms. Gutierrez stated that the City could send the County the concern so that the County can
provide the most appropriate solution to the pedestrian safety issue. She also explained that
installing Stop signs is not a feasible solution since these signs are not designed to slow down
traffic. Officer Margul stated perhaps a pedestrian crossing would be a more viable solution.

It was agreed that Ms. Gutierrez would send a letter to St. Louis County with the pedestrian safety
concern presented by Mr. Schwartz and ask the County to consider installing pedestrian crossings
on Midland Avenue.

2. Other – 7600 block of Gannon Avenue Residential Parking Permit

Mr. Jeffrey Hales submitted the application with signatures from the 7600 block of Gannon Avenue
for the Residential Parking Permit, and it was explained to him that this application will be reviewed
by the City and then presented to the Traffic Commission at their November 10, 2010 meeting for
review and action.
