<br />Commissioner Bondareff introduced this traffic request submitted by Mr. Brian Harasha. <br /> <br />Officer Margul provided the following information: <br />From 2008 to 2010(current), there were seven (7) reported accidents, and only four (4) accident <br />reports were generated. Two (2) accidents were collisions at the intersections of Carleton Avenue <br />and North and South Rd and Carleton Avenue and Hanley Rd, where a vehicle drove from North <br />and South Rd and/or Hanley Rd, turned into Carleton Avenue and struck a vehicle waiting at the <br />“Stop” sign at the intersection. Another report described a vehicle struck overnight while parked. <br />The last report described a tree branch which fell and hit a car. None of these accidents were <br />speed related. <br /> <br />The Speed Trailer was placed on Carleton Avenue from October 7, 2010 to October 13, 2010 and <br />the results are as follows: <br /> <br />Speed Number of Percentage <br />(MPH) Vehicles <br />0-15 3035 70% <br />16-25 1024 24% <br />26-35 277 6% <br />36-45 11 0% <br /> <br />Traffic counts revealed that there is a high peak between 8-9 am and between 3-4 pm, which is <br />probably school commuter related traffic <br /> <br />Commissioner Henderson stated that Carleton Ave is not wide enough to allow parking on both <br />sides and to have two-way traffic. In addition to the sings recommended for installation, Ms. <br />Henderson recommends a Traffic Signal be installed on North and South Road and on Hanley <br />Road at Carleton Avenue. Both streets are under St.Louis County’s jurisdiction and the request will <br />have to be submitted to the County. <br /> <br />Commissioner Bondareff explained the Nathaniel Hawthorne will be closed in June 2011 and all <br />parking configuration will change to provide off-street parking in their parking lot. Ms. Gutierrez <br />explained that Public Works is providing a recommendation that fits today’s deficiencies, and the <br />minimum action will be to replace the current “Speed Limit” signs with retro reflective MUTCD <br />compliant signs along with the plaque designating the “School” area. <br /> <br />Commissioner Brot moved a motion to install “Speed Limit” signs at each end of Carleton Ave and <br />adding one mid block at Gerst Avenue along with “School” plaques as specified in the MUTCD. <br />Commissioner Henderson seconded the motion and it was unanimously approved. <br /> <br />4. Request to restrict parking on one side of the 7500 and 7600 blocks of Carleton Ave. <br /> <br />Commissioner Bondareff stated that Public Works recommends that if the Commissioners approve <br />of the installation of the “Speed Limit” signs proposed in the previous item and the Police <br />Department increases enforcement in this school zone, the future results may be positive <br /> <br />Ms. Gutierrez stated that Mr. Harasha was also requesting that a “No Tolerance” zone be <br />designated for this portion of Carleton Avenue. Officer Margul stated that currently Pershing <br />Avenue is the only street city wide included in the Ordinance as a no tolerance zone. <br /> <br />Commissioner Henderson moved a motion to include Carleton Ave between Hanley Rd and North <br />and South Rd, as a No Tolerance Speed Zone, Commissioner Brot seconded, and it was <br />unanimously approved. <br /> <br />Traffic Commission Minutes – October 13, 2010 Page 2 <br /> <br />
