<br /> <br />6801 Delmar Boulevard, University City, MO 63130 <br />Phone: 314-862-6767, Fax: (314) 862-0694 <br /> <br /> <br />CITY OF UNIVERSITY CITY <br />MINUTES OF THE TRAFFIC COMMISSION <br />November 10, 2010 <br /> <br />Hyla Bondareff called the meeting to order at 6:40 p.m. The members present were: <br /> <br /> Stefany Brot <br /> <br /> Catherine Nichols <br /> <br /> Melcine Henderson <br /> <br /> Angelica Gutierrez, Public Works Liaison <br /> <br /> Shaun Margul, Police Department Representative <br /> <br /> Lee Cannon, representative from CBB, Traffic Engineer for the City <br /> <br />Also present were: <br /> <br /> <br /> Dan Keating, resident at 7007 Northmoor Dr <br /> <br /> Jeff Hales and Brian Burkett, residents at 7630 Gannon Ave <br /> <br /> Shepherd Abrams, resident at 7617 Gannon Ave <br /> <br /> Jova Greenblatt, representative from school at 700 North and South Road <br /> <br />1. Request to turn the east end portion of Northmoor Drive from a one-way to two-way <br />traffic. <br /> <br />Commissioner Bondareff explained the request to designate Northmoor Drive from Big Bend <br />Boulevard to the western edge of the Park to a two-way traffic street. Mr. Dan Keating stated that <br />he is in agreement with the Public Works recommendation written in the agenda for this meeting of <br />returning the above described segment of Northmoor Drive to a “two-way” and “No through” traffic” <br />designation, to install a “No Outlet” sign at the western edge of the Northmoor Park facing west <br />and a “Do not Enter” sign on Northmoor Drive at Big Bend Blvd. Commissioner Bondareff stated <br />that signatures of all eight (8) property owners directly affected were presented to be in agreement <br />with the request. <br /> <br />Commissioner Nichols made a motion to remove the One-way designation from Chapter 10.36.030 <br />- One-way streets designated from the City’s Code, to implement a “No Through Traffic” restriction, <br />and to install a “No Outlet” sign, seconded by Commissioner Brot and the motion was unanimously <br />approved. <br /> <br />2. Petition for Residential Parking Permit on the 7600 block of Gannon Avenue. <br /> <br />Commissioner Bondareff introduced this request to approve a Residential Parking Permit Petition <br />submitted by residents at 7630 Gannon Avenue. <br /> <br />Ms. Greenblatt, representing the school at 700 North and South Rd, asked if the school would be <br />considered into this residential parking permit. Ms. Gutierrez explained that there is an <br />approximate number of three (3) parking spaces for on-street parking that correspond to the <br />frontage of the school that is part of the petition limits (from the alley east of North and South Road <br />to the southeast corner of Bemiston Avenue). Commissioner Brot asked what the case on the <br />Residential Parking Permit implemented on Forsyth was for the Church that was part of that <br />petition located on the corner of Forsyth Blvd and Big Bend Blvd, and Ms. Gutierrez explained that <br />the Church was given two (2) visitor parking stickers only. <br />Traffic Commission Minutes – November 10, 2010 Page 1 <br /> <br />
