Commissioner Nichols made a motion to approve the minutes from October 13, 2010, and
Commissioner Brot seconded. Commissioner Henderson clarified that minutes from the October
13, 2010 should read as follows:

5. Approval of Minutes September 15, 2010
“
The minutes from the September 15, 2010, were approved unanimously with one
correction, deleting the letters “ing”, as requested by Commissioner Brot.”

Motion on the floor was unanimously approved.

6. Pedestrian crossing on Mulberry Lane at Blackberry Avenue.

Lee Cannon from CBB presented to the commission the analysis to install a pedestrian crossing
on Mulberry at Blackberry to access Kaufman Park from the west side of Mulberry Lane. Mr.
Cannon explained that since the intersection is already controlled with a stop sign, pavement
markings to delineate the intended crossing path would be acceptable but not necessarily required
by the MUTCD. Commissioner Brot asked about the installation of a pedestrian crossing midblock,
in front of the entrance of the park. Mr. Cannon explained that the data collected from the speed
trailer counted approximately 4,350 vehicles over a ten day period. That represents about 435
vehicles per day (vpd) on average. While that volume is high for a street that only fronts 14
homes, it is adjacent to a public park. Therefore, some of the volume is likely attributable to the
park traffic and some is from through motorists. In conclusion, vehicle volume is very low to
warrant a pedestrian crossing midblock on Mulberry Lane.

7. FYI – St.Louis County Update

The Commissioners received three (3) communications from the County on the following items:
a. Tree Removal associated with Delmar Infrastructure Project (AR-1213)
b. Request for Multiway stop control or traffic signal control at the intersection of Delmar Blvd
and Purdue Avenue.
c. Pedestrian safety crossing on Delmar Blvd east of Old Bonhomme.

8. FYI –Centennial Greenway on Melville Avenue - Construction Update

There were no comments on this item at the meeting.

9. FYI – Olive Streetscape Project Phase III – Request to eliminate pedestrian crossing on
Olive Boulevard west of Hanley Road

Commissioner Bondareff presented this non action item and Lee Cannon from CBB explained the
request from the City to evaluate the proposal submitted by the Missouri Department of
Transportation (MoDOT), to eliminate the west crossing on Olive Blvd at Hanley Road.
Mr. Cannon explained that CBB is looking into all possible alternatives to prevent the elimination of
the crossing and will present recommendations to the City at the next meeting.

The meeting was adjourned at 7:50 p.m.
Minutes prepared by Angelica Gutierrez, Public Works Liaison

Traffic Commission Minutes – November 10, 2010 Page 3
