<br />6801 Delmar Boulevard, University City, MO 63130 <br />Phone: 314-862-6767, Fax: (314) 862-0694 <br /> <br /> <br />CITY OF UNIVERSITY CITY <br />MINUTES OF THE TRAFFIC COMMISSION <br />January 13, 2010 <br />Greg Patterson called the meeting to order at 6:35 p.m. The members present were: <br /> <br /> Catherine Nichols <br /> <br /> Stefany Brot <br /> <br /> Hyla Bondareff <br /> <br /> Arthur Sharpe Jr., Council Liaison <br /> <br /> Angelica Gutierrez and Mariela Tapia, Public Works Representatives <br /> <br /> Shaun Margul, Police Department Representative <br /> <br />Also present was Thomas Calacci, resident at 8274 Groby <br /> <br />1. Temporary Parking Restriction on Groby Road <br /> <br />In October 2008, temporary “No Golf Course Parking restrictions were implemented on Groby Road to <br />prevent Ruth Park Golf Course patrons from parking in front of residents’ homes. As required by the <br />ordinance, the City had up to one year to make a recommendation regarding the restriction. This <br />request was considered at the December 2009 Traffic Commission meeting. However no action was <br />taken at the December meeting due to a lack of a quorum. <br /> <br />In November 2009, Public Works sent a survey to the residents asking which of three options the <br />residents preferred: to keep the current parking restrictions, to implement a residential parking permit <br />system or to remove the “No Golf Course Parking” restrictions. Public Works mailed the survey to a <br />total of eight (8) property owners. Of the eight property owners, five (5) residents responded that they <br />were in favor of keeping the restrictions. Three (3) property owners did not respond. <br /> <br />At the December 2009 meeting, Mr. Schuman, resident at 8258 Groby Rd, provided pictures to the <br />commissioners and requested that the parking restriction be allowed to remain and be made <br />permanent. <br /> <br />At the December 2009 meeting, Commissioner Bondareff questioned how UCPD identifies who is a <br />Golf Course patron and who is a regular visitor. Mr. Schuman explained that he contacts the UCPD <br />when he notices any nonresident/golf customer parked in the restricted area. <br /> <br />At the December 2009 meeting, Mr. Mandelbaum, resident at 8250 Groby Rd. and William Field, <br />resident at 7152 Kingsbury were also present. Mr. Field, spoke in favor of keeping the Golf Course <br />parking restriction. <br /> <br />th <br />During the January 13 meeting, Mr. Calacci was called to speak by Commissioner Paterson. Mr. <br />Calacci stated he and his wife are in agreement to keep the current parking restriction. <br /> <br />Commissioner Brot made a motion to keep the current restriction that prohibit golfers to park on the <br />south side of Groby from Old Bonhomme to Tulane Ave., and make it permanent. Commissioner <br />Bondareff seconded this motion. Motion on the floor was unanimously approved. <br /> <br />2.
