This request was considered at the December 2009 Traffic Commission meeting. However no action <br />was taken at the December 2009 by the Commissioners due to a lack of a quorum. At the January <br />2010 there were no residents present for this request. <br /> <br />At the December 2009 meeting, Mrs. Gutierrez explained that Public Works sent 183 letters to <br />residents of the 7200 and 7300 blocks of Forsyth to provide them an opportunity for input. Six <br />responses from residents in the 7200 block of Forsyth were received, five in favor and one against <br />removing the restriction. <br /> <br />At the January 2010 meeting, Mrs. Gutierrez explained that in addition to the removal of the rush hour <br />parking restriction from Asbury Ave to DelLin Dr. a request for restoring the rush hour parking <br />restrictions in front of Our Lady of Lourdes Church had to be considered. <br /> <br />The following background information summarizes the comments received in the December 2009 <br />meeting: <br /> <br />In December 2009, Mr. Roger Chiu, property owner at 7320 Forsyth Blvd # 201, spoke against the <br />petition. He stated that in this section of Forsyth Blvd there are large apartment buildings, with 10 to 15 <br />units each; therefore, there are many vehicles driving in and out from their garages trying to merge onto <br />Forsyth Blvd traffic. The parking restrictions increase visibility. When vehicles are parked next to their <br />driveways, the traffic east and west bound Forsyth cannot be seen until residents drive up to the traffic <br />lane. J. Marchbank, resident at 7320 Forsyth Blvd and Danny Soshnik, resident at 7320 Forsyth Blvd <br />were present and spoke against the request. <br /> <br />In December 2009, Mr. Gund, representing Our Lady of Lourdes School and Church, was present. He <br />is in favor or removing the restrictions because parking is in high demand by teachers, parishioners and <br />people attending religious services. They could benefit by the removal of the restrictions especially in <br />the 7200 block of Forsyth. <br /> <br />At the December 2009 meeting, the Commissioners asked questions about this request. First, the <br />residents in the 7200 and 7300 blocks of Forsyth seem to have no preference for the removal or not of <br />the parking restrictions and second, the request was originated by Mr. Harkey who doesn’t live on <br />Forsyth and his rental property is not located in either of these blocks. <br /> <br />At the December 2009 meeting, it was explained that Mr. Harkey included the removal of the parking <br />restrictions along the whole boulevard in his original request. At the time, he was primarily concerned <br />for the south side residents of the 7000 and 7100 blocks of Forsyth, when a Residential Parking Permit <br />System went into effect for the north side of the 7000 and 7100 blocks of Forsyth. <br /> <br />In its September 2009 meeting, the Traffic Commission had approved removing the parking restrictions <br />only on the south side of the 7000 and 7100 blocks of Forsyth. The remaining blocks were not <br />considered. Therefore, Councilmember’s Wagner and Crow recommended that the Traffic <br />Commissions revisit the request and recommended the removal of the parking restrictions in the <br />remaining portion of the boulevard, including the 7200 and 7300 blocks. Councilmember Sharpe stated <br />the Council members Wagner and Crow were concerned about an equitable solution for the north and <br />south sides on Forsyth Blvd. <br /> <br />At the January 2010 meeting, Commissioner Bondareff stated that if this parking restriction is lifted, <br />more Washington University students and visitors may park in the residential area, instead of paying <br />the University’s parking fees. However, Officer Margul explained that Washington University most likely <br />would not park in the 7200 and 7300 block of Forsyth Blvd since it is too long of distance to walk to <br />campus. <br /> <br />Because no residents in the 7200 and 7300 blocks of Forsyth made the request, the Traffic <br />Commissioners recommended that the existing parking restrictions remain. <br /> <br />2 <br />Traffic Commission Minutes – January 13, 2010 Page <br /> <br />
