Mrs. Bondareff made a motion to keep the current parking restrictions on Forsyth Boulevard from
Asbury Ave to DelLin Dr. seconded by Mrs. Brot and unanimously approved.

A request to restore the rush hour parking restriction in front of Our Lady of Lourdes Church was also
considered. Public Works provided the following options:

1- Install a “No Parking – Service Vehicles Only” sign in front of the church
2- Relocate the existing “No parking from here to corner” to restrict parking at all times in front of Our
Lady of Lourdes Church. The Church could contact the UCPD when necessary to be allowed to
park in the restricted area for funerals.
3- To keep the rush hours parking restrictions in front of Our Lady of Lourdes Church.

Commissioner Bondareff asked if one option was significantly costly over the others but Mrs. Gutierrez
explained that all three options would cost approximately the same.

It was determined that the existing rush hour restriction in front of Bethel Church (north-west corner of
Big Bend and Forsyth) is not the appropriate traffic restriction. At some point, the restriction in front of
Bethel Church should be revisited.

Commissioner Bondareff made a motion to implement a “No Parking – Service Vehicles Only” in front
of Our Lady of Lourdes, seconded by Commissioner Nichols and unanimously approved.

3. Parking Meters change in hours of operation and hourly rates along Loop area.

This item was considered at the December 2009 Traffic Commission meeting. However no action was
taken at the December 2009 by the Commissioners due to a lack of a quorum.

In December 2009, Commissioner Bondareff requested a report with information about last year’s
revenue from meters in the loop, additional meters cost and projected revenue. Commissioner
Paterson believed that revenue and finance related matters are not part of this commission’s purview.
However, Public Works should continue to present to the Traffic Commission parking meter changes
that require ordinance changes.

On January 2010, Commissioner Paterson stated that the traffic commission would have jurisdiction to
discuss the extension of the hours of operation for the parking meters from 9am until 8pm Monday thru
Saturday, since traffic can be impacted; however, he believes this commission has no jurisdiction on
the increase of the meter rates from $0.50/hour to $0.75/hour.

The Traffic Commission would review the change in the parking meter hours because it could affect
traffic patterns. For example, with longer parking meter hours and fees, drivers might begin parking on
residential streets. This change could affect traffic in the Loop area. The Commissioners did not
foresee Loop patrons parking in the residential neighborhoods as long as there is free parking in the
Loop. Therefore, the extension of the hours of operation for the parking meters would not negatively

impact the existing traffic.Commissioner Bondareff stated that instead of parking on residential

streets, drivers would park in the existing parking lots free of charge.

After a brief discussion, the traffic commission decided to consider the proposal informational and
forward this item to the City Council with no recommendation. If the Council believes that the Traffic
Commission should further review this item, then it will be reviewed per their request.

4.
