Susan Shender, resident at 6640 Washington Ave, submitted a request to install stop signs on
Kingsland Ave at Washington Ave. This request will make the existing 2-way stop intersection into a 4-
way stop intersection.

Officer Margul explained that for the past three years a total of eight (8) accidents were reported at this
intersection and five (5) of them occurred within the last 12 months. Copies of the accident reports were
provided and it was decided that the accidents could have been prevented if this intersection was a 4-
way stop intersection.

Commissioner Bondareff made the motion to approve the installation of stops signs on Kingsland Ave
at Washington Ave. seconded by Commissioner Brot and unanimously approved.

5. Request to prohibit parking across from a private driveway on Partridge at Willow Tree Ln.

Councilmember Sharpe represented Ms. Beverlye Johnson, resident at 7100 Willow Tree Ln., who is
requesting for parking to be prohibited across her driveway on Partridge Ave.

Councilmember Sharpe stated that there is a high volume of traffic at that specific location. Traffic is
entering and exiting the Good Sheppard, the Nursing Home and north and south bound travelers on
Partridge Ave. make it very difficult for Mrs. Johnson to exit her driveway.

Mrs. Gutierrez explained that according to the Municipal Code, it is unlawful for the operator of a
vehicle to park across the street from a private driveway on a street less than twenty-one (21) feet in
width. Partridge Ave is 29 ft wide; therefore this parking restriction will not apply to this street.

Currently there are two parking restrictions on Partridge:
1. Partridge Ave: West side thereof from Willow Tree Lane to a point eighty-eight (88) feet south
thereof. This restriction directly benefits Ms. Johnson by increasing the visibility in and out of
her driveway.
2. Partridge Ave: On both sides thereof from Olive Blvd to the north city limits between the hours of
one p.m. and four p.m. on the first Monday of the month.

It was discussed that there are stops signs on Partridge Ave. at Corbitt Ave. and Partridge at Melrose
Ave. that help regulate the speed of traffic traveling northbound Partridge near Willowtree Lane. But
there are no stop signs anywhere else along Partridge and therefore drivers often speed when traveling
southbound.

Commissioner Sharpe explained that this is a dangerous location because of different avenues of traffic
heading in Mrs. Johnson’s direction. He explained that Mrs. Johnson is afraid that she may hit
oncoming cars traveling southbound Partridge while leaving her driveway. If parking is prohibited on
the east side of Partridge in front of Ms. Johnson’s driveway, traffic traveling southbound would have
more space to maneuver if in conflict when she is exiting her driveway.

After a discussion considering that traffic decisions should be based on traffic warrants, Councilmember
Sharpe recommended tabling this request to make sure that all traffic commissioners have the
opportunity to visit the location and experience the traffic volumes and speed.

6. Approval of Minutes – November 4, 2009 meeting.

Minutes from November 4, 2009 meeting were unanimously approved.

The meeting was adjourned at 7:35 p.m.
Minutes prepared by Angelica Gutierrez, Public Works Liaison
4
Traffic Commission Minutes – January 13, 2010 Page
