4. Request to install a one-way sign on the alley connecting the 6500 block of Julian
Avenue

Commissioner Henderson explained that the alley is 15ft wide which is standard for an alley, and
should be able to carry two-way traffic with caution, similar to all other alleys. The Public Works
Department removed the overgrown vegetation from the west side of the alley to improve its
capacity. Additionally, it is the Public Works department opinion that if a one-way traffic is
designated, traffic will increase in the alley located south of Julian Avenue and surrounding streets.
Therefore the Public Works Department recommends keeping this alley open for two-way traffic.

Mr. Alexander Smith, resident at 6600 Raymond Avenue, City of Pagedale (just north of Julian Ave
– University City). Mr. Smith is requesting that the City replace the one-way sign that was installed
in the past, but later removed from the alley that connects two (2) sections of the 6500 block of
Julian Avenue and turns into Elva Avenue, to avoid confusion of drivers and right of way on this
alley.

No motion needed on this request, per Commissioner Henderson since it is a non-resident
requesting a sign in a University City alley, and the Public Works Department has already taken
action on this.

NON ACTION ITEMS

5. FYI – Olive Streetscape Project Phase III – Request to eliminate pedestrian crossing on
Olive Boulevard west of Hanley Road

Commissioner Henderson explained that as part of a federally funded project, The City of
University City is upgrading sidewalks and ADA facilities on Olive Boulevard, within the City limits,
including the curb ramps at the intersection of Olive Blvd at Hanley Road. A proposal was
submitted to the City from the Missouri Department of Transportation (MoDOT), Senior Highway
Designer, Heather Copeland, to eliminate the west crossing on Olive Blvd at Hanley Road. St.
Louis County reviewed the above mentioned proposal from MoDOT; and the County did not have
any objection to it. CBB will provide the Traffic Commission with their input in regards to safety,
convenience, effects on other crossings and the other effects we should consider in the
surrounding area.

Mrs. Gutierrez explained that the City’s Traffic Engineer (CBB) is working with the designer to find
an alternative solution to keep the pedestrian crossing in use. They do not have a solution yet, so
this will be postponed and added to the January 12, 2011 agenda.

6.
