Mr. Sledge, building manager of the University Forest Nursing Home, stated that there are vandalism
issues when vehicles park in the back of their building. Visitors and employees therefore park in the
front of the building and on Partridge Ave. Officer Margul confirmed that there is vandalism in the
area and understand why the nursing home employee’s park on the east side of Partridge Ave.

Ms. Johnson stated her driveway is inclined and it is very difficult to exit safely onto Partridge Ave.
She has experienced more oncoming traffic lately, making it more difficult.

Ms. Cross stated that she lives in Quendo Ave and she experiences the same situation and her car
has been hit twice. She stated that if the City starts restricting parking on every street on a certain
side, this will become a problem throughout University City. She also stated that drivers need to
take precaution and make sure that there are no vehicles on the way prior to move ahead.

Officer Margul proposed to restrict parking on the east side of Partridge for forty feet across from Ms.
Johnson’s driveway.

Commissioner Brot asked if a stop sign would help alleviate the problem but Ms. Johnson responded
that it is still too much traffic and that she cannot see if a car is heading her way.

Commissioner Bondareff made a motion to restrict parking for 40 feet across from Ms. Johnson’s
driveway, seconded by Commissioner Brot and unanimously approved.

2. Request to install a 4-way Stop Sign at the intersection of Braddock Ave. and Laughlin
Ave.

Ms. Thelma Jones, resident at 8005 Braddock Ave. explained that drivers speed northbound on
Laughlin from Canton and drivers on Braddock do not stop or yield when turning on Laughlin.

Ms. Fannye Houston resident at 8022 Noel Ct explained that she has seen many near accidents
because drivers do not pay attention to the yield signs. She also requested the commissioners to
consider that the bus route has changed because developments at Barbara Jordan School and
drivers are not paying attention to the change. She requested for stop signs on Braddock at Laughlin
Ave.

Currently, there are yield signs on Braddock at Laughlin – both east and west bound traffic on
Braddock Ave should yield to traffic on Laughlin Ave. In addition, there is a stop sign for southbound
Laughlin at Canton.

According to the UCPD there have been no accidents reported for the last three years at this
intersection and there has been no speeding in the area.

Public Works recommendation is to replace the current yield signs with stop signs on Braddock at
Laughlin.

Commissioner Brot made the motion to install stop signs on Braddock at Laughlin Ave, seconded by
Commissioner Nichols and unanimously approved.

3. Request to replace a Yield Sign with a Stop Sign at the intersection of Appleton Dr. and
Laughlin Ave.

Ms. Fannye Houston, resident at 8022 Noel Ct., requested a 4-way stop sign at the intersection of
Appleton Dr. and Laughlin Ave.

The UCPD reported no accidents at this intersection. The Public Works recommendation is to
replace the current yield signs with stop signs on Appleton Dr. at Laughlin Ave.

Traffic Commission Minutes – February 10, 2010 Page 2
