Commissioner Smith made a motion to install a 2-way stop sign on Appleton Dr. at Laughlin Ave.,
seconded by commissioner Brot and unanimously approved.

4. Request to remove “No Right Turn” restriction on Pershing Ave at Mission Ct.

Mr. Van Sharpley, resident at 400 Mission Ct., presented his request to remove the “No Right Turn”
restriction on Pershing Ave at Mission Ct. He understands that the restriction prevent drivers to cut
through the neighborhood in order to avoid the traffic signal on Pershing at Hanley. However, he
stated that since I-64 reopened there is minimal traffic on Pershing and therefore there is no need to
keep the right turn restriction.

Mr. Van Sharpley also wants to prevent the issuance of parking tickets on his vehicle when parking
in front of his house. Because of the barrier on Mission Ct at Pershing, Mr. Van Sharpley is required
to access his property driving southbound on Mission Court and he parks on the east side of the
street where his property is located.

Officer Margul explained that because of the barrier on Mission Ct at Pershing, this portion of
Mission Court between Kingsbury and Pershing is considered one way southbound. Therefore,
tickets shouldn’t be issued to cars facing south parked on the east side of the street. Mr. Sharpley
was satisfied with Officer Margul’s statement.

Ms. Adams, resident at 7461 Kingsbury, stated that Mission Ct is the only area where the kids can
play and residents can walk their dogs. The surrounding streets (Pershing and Hanley) are highly
traveled by vehicular traffic and they are not considered to be residential streets.

Ms. Adams collected signatures and presented a petition from 17 residents highly opposing the
removal of the right turn restriction on Pershing. In addition, Public Works received 9 emails
opposing this request.

Commissioner Bondareff made a motion to decline the request to remove the “No Right Turn”
restriction on Pershing Ave at Mission Ct., seconded by Commissioner Nichols and unanimously
approved.

5. Rush Hour Restrictions in front of Our Lady of Lourdes

Mr. Roderick Harkey, representing Our Lady of Lourdes Parish Council is requesting a “two hour
parking at all times” restriction in front of the Church to prevent long-term parking. The church
requests this restriction because of their multiple services including daily masses, funerals,
weddings, meetings at the Rectory etc. During school days, street parking on Forsyth is especially
needed because the School uses their parking lot on Northmoor and Asbury as an area for their gym
and a play area during recess.

Commissioner Brot made a motion to adopt two hour parking restriction at all times, seconded by
Commissioner Nichols and unanimously approved.

6. Approval of Minutes – January 13, 2010 meeting.

Minutes from January 13, 2010 meeting with addition to corrections presented by Commissioner Brot
were unanimously approved

The meeting was adjourned at 7:35 p.m.
Minutes prepared by Angelica Gutierrez, Public Works Liaison

Traffic Commission Minutes – February 10, 2010 Page 3
