The intersection was observed to have relatively low volumes, with approximately 100 vph or less.
No congestion and minimal queuing was observed during the evening peak hour.

Since Teasdale to Gay is the perceived “through route”, the expectation is that Teasdale traffic
(west of Gay) should also stop, but no stop sign is posted. Current conditions make it unclear
which leg has right-of-way.

• The stop sign for northbound Gay is blocked by a large tree when traveling northbound (from the
south) until motorists reach the intersection with Teasdale Avenue, where the road curves and the
stop sign becomes visible. Several northbound vehicles were observed “rolling through” or not
stopping at all.

• The location of the northbound stop sign on Gay is located near the centerline of Teasdale
Avenue and provides approximately 25 feet (one car length) between the stop sign and the edge
line of Mapleview Drive. The location may also increase the “rolling thru” effect to obtain
appropriate sight distance for the intersection.

• Although an all-way stop is likely not warranted based on the traffic volumes only, sight distance
limitations (Mapleview and eastbound Teasdale Avenue), warrant an all-way stop for safety
reasons.

• The Clayton Public School Family Center, district maintenance facility and athletic fields are
located to the south on Gay Avenue. Certain times may have significantly higher traffic volumes
than those observed.

Potential Improvements:

A stop sign could be installed on the eastbound approach of Teasdale Avenue, but the sight
distance limitation must be minimized. The vegetation should be removed and/or maintained so
that vehicles on eastbound Teasdale can easily see vehicles on Mapleview and vise versa.

More accurate marking of Gay Avenue at the intersection with Old Bonhomme Road and
Mapleview Drive could be accomplished with street name signs that include arrows indicating
direction.

A new street sign assembly may be needed in the northwest corner between Teasdale and
Mapleview with a Teasdale Avenue arrow sign only.

In order to emphasize the need for vehicles to stop at the posted stop signs, stop bars could be
painted at the intersection and would also indicate where to stop, since this is a fairly large
(wide) intersection. Specifically, the northbound approach stop bar could be painted near the
edge of Mapleview and a sign that reads “STOP AT STOP BAR” could be added below the
stop sign. The stop sign could be relocated closer to the edge of Maplewood, but would likely
need additional curbing or landscaping so that vehicles do not hit the stop sign assembly.

A stop ahead warning sign could also be installed for northbound Gay Avenue south of
Teasdale Avenue to warn motorists of the stop prior to the intersection.

To reinforce that Gay Avenue is the “through route”, a yellow centerline strip could be added to
Gay Avenue (between Old Bonhomme and Lafon Place).

Additional potential improvements:

One alternative to eliminate conflicts in the area would be to convert Teasdale Avenue into a
one-way street (westbound) between Gay and Westview. Planters and/or curbing and
appropriate signing (do not enter, one way, etc) could be used to minimize vehicles
unintentionally going the wrong way. The one-way street segment may reinforce Gay Avenue
as the “thru-traffic” and unfamiliar motorist would stay on Gay Avenue instead of inadvertently
traveling on Teasdale west of Gay.

Mapleview Drive, between Gay Avenue and Lafon Place, is a redundant connection and only
provides vehicular access to a few homes closer to Lafon Place. Terminating Mapleview Drive
at Gay Avenue would eliminate multiple conflicts at the intersection and create a cul-de-sac
Traffic Commission Minutes – March 10, 2010 Page 2
