Traffic Requests under St. Louis County jurisdiction – please review and provide your
recommendations to the St. Louis County Highways and Traffic Department

a) Request to restrict parking on the south side of Delmar Blvd west of Donne Avenue.
Mr. Matthew Jaruzel, resident at 525 Donne Ave is requesting a “no parking” restriction on
the south side of Delmar Blvd starting on the west line of Donne Ave for 250 feet to the
west. Currently, parking is restricted at all times on the south side of Delmar from the east
line of Donne Avenue to North & South Road.

Mr., Jaruzel explained that is very difficult to turn left (west) onto Delmar from Donne Ave,
especially in the morning y of traffic.

Commissioner Brot explained that any recommendation provided from the Traffic
Commission will need to be approved by St.Louis County.

Ms. Gutierrez explained that the regular procedure for any traffic request from a resident on
a County road, is first, to receive the request as a regular traffic issue, through the traffic
request form, second, to discuss it at the next available Traffic Commission meeting, and
third, after commission’s feedback and additional comments, if Commission approves,
traffic request will be forwarded to the County by Public Works staff. St.Louis County will
open a log and will respond to the City/requestor. Finally Public Works staff will receive the
reply and inform the resident with the action to be taken by the County.

Commissioner Nichols made a motion to restrict parking on the south side of Delmar Blvd starting
on the west line of Donne Ave for 200 feet to the west, seconded by Commissioner Smith and
unanimously approved.

b) Request to improve pedestrian traffic conditions at the intersection of Delmar Blvd
and Big Bend Blvd.
Martha Bhattacharya, resident at 7053 Stanford Ave, presented a list of pedestrian safety
issues at this intersection. Ms. Bhattacharya presented a power point presentation with
videos showing how the timing on the pedestrian walk is set on the above described
intersection.

Ms. Bhattacharya concerns were:
a. Blind corners: Car cannot see pedestrians on or close to the SW corner
b. Right of way violations: Cars from Big Bend turning toward Delmar Loop do not yield to
pedestrians crossing.

Ms. Bhattacharya provided the following recommendations:

i) Alter the current walk cycle to an “all way stop” in order to allow pedestrians to cross
safely in all directions without motion of cars.
Traffic Commission Minutes – March 10, 2010 Page 3
