The Public Works Department recommends that a Residential Parking Permit system be <br />implemented to alleviate the non residential parking problems on this block. The process should be <br />initiated with a petition and over 75% of the property residents should concur. <br /> <br />Mr. Hales reiterated the information provided by Commissioner Bondareff, and explained that <br />parking demand is high in this block and therefore driveways are blocked impeding turning <br />maneuvers to access them. <br /> <br />Mr. David Rich, representing the synagogue Shaarei Chesed Shul and School located at 700 <br />North and South explained that this business does not have a parking lot adjacent to the area, to <br />provide parking spaces to the employees and visitors. Mr. Rich does not agree with the One-way <br />designation. <br /> <br />Mr. Laycock, resident at 7628 Gannon Ave, stated that he has always been able to access his <br />driveway. He does not want to affect in any way the synagogue and neither to disturb the <br />businesses and its operations. Mr. Laycock does not agree with One-way designation and nor with <br />the Residential Parking Permit System (RPPS) because he is concerned about the inconvenience <br />to his guests. Commissioner Bondareff explained that RPPS can be set for different times of the <br />day, during the day, and visitor tags are provided to the property owners at no additional cost. <br /> <br />Commissioner Bondareff wondered if there has been any discussion regarding parking issues <br />between the Shaarei Chesed Shul and Torah Prep School. Mr. Anton, representing Torah Prep, <br />stated that some of the school employees from the Shaarei Chesed Shul, and some of the <br />businesses patrons park in their parking lot on the north-west corner of the North & South and <br />Gannon Ave intersection. Mr. Anton stated Torah Prep tries to accommodate as much parking as <br />they can. <br /> <br />Commissioner Bondareff suggested that if parking arrangements can be made between schools, <br />such an arrangement could significantly alleviate the parking problem. <br /> <br />There was no representation from MOMO’s restaurant or for AGR Investments at the meeting. <br />Mr. Hales explained that the parking lot located behind the MOMO’s restaurant is rarely utilized by <br />the general public; it is utilized mostly by the employees of the restaurant. <br /> <br />Councilmember Crow asked Mr. Rich how many spaces the synagogue utilizes on a daily basis <br />and he responded that ten to fifteen spaces were utilized during business hours. <br /> <br />The commissioners did not vote but suggested the following: <br />1. Mr. David Rich will encourage parking on North & South, north of Gannon Ave. and <br />continue sharing with Torah Prep School parking lot. <br />2. Public Works will initiate discussion with the owners of MOMO’s restaurant, through the <br />Community Development Department, to alleviate parking on the street by using the <br />parking lot behind restaurant. <br />3. For Mr. Hales to initiate a petition for the Residential Parking Permit System and obtain <br />over 75% of the neighbors signatures. <br /> <br />2. Request for traffic calming alternatives on Mulberry Lane, between Blackberry Ave and <br />Groby Rd. <br /> <br />Commissioner Bondareff explained Dr. Joseph Feder’s request for speed control and awareness <br />of the presence of children on Mulberry Lane, between Blackberry Ave and Groby Rd. She <br />explained that Mr. Feder is suggesting that a “Slow Down, Children Present” signs and “Speed <br />Bumps.” Be installed on both ends of the block. <br />Mr. Feder explained that this block is often used as a bypass for motorist traveling north and south <br />between Blackberry Ave. and Groby Road. <br /> <br />Traffic Commission Minutes – June 9, 2010 Page 2 <br /> <br />
